Approve by motion the quote from Visu-Sewer for sewer lining services.
BACKGROUND/DISCUSSION
Staff has identified a number sewer lines blocked by of tree roots causing backups at some residences.
■ The areas requiring immediate attention include:
■ 1,330 lineal feet (LF) along 1901'Ave NW and the service road parallel to Jackson Ave NW
■ 860 LF in the Proctor,Main, and 4 h Street NW vicinity
■ 200 LF along Irving Ave NW and 6 h Street NW

The following quotes were received to line the pipes and restore flow:

FINANCIAL IMPACT
The 2013 WWTP budget includes $65,000 for the slip lining project. The above lowest quote is below

Visu-Sewer is pleased to provide the following quotation for sewer lining:
(1) Installation of 2,2491.£of 8"National Liner a $23.50/1.f. $52,851.50
The above listed prices are based on our visual inspection and include:
- Labor,material and equipment.
- Mobilization and Traffic Control
- Cleaning and televising of sewers prior to installation of liner.
- Bypassing of existing flow.
- Installation of National Liner per manufactures instructions,ASTM 1216.
- Reinstatement of active service connections
- Televising of sewers after installation of liner.
The City of Elk River will need to provide access to all manholes,water from nearby hydrants
(without charge)a dump site for captured debris,and traffic control beyond cones and signs. If
needed,removal of protruding taps,grouting of active leaks,and heavy cleaning will be quoted

Insituform Technologies USA,LLC. (ITUSA) is pleased to submit to you a proposal to
CIPP line approximately 2402 If of 8" sanitary sewer.
Over the past 35 years, ITI has rehabilitated over 75 million feet of sewer and drainage
piping worldwide. The Insituform®process consists of installing a specifically designed
resin saturated polyester felt tube into the exiting sewer and curing it in place. The result
is a seamless,jointless durable composite pipe within the old pipe, improving its structure
and minimizing leakage. The piping is returned to service in a fraction of the time
required by conventional methods. As a result,the Insituform®process is faster,cleaner,
safer, and performed at less cost than other repair alternatives.
Following is a cost proposal for installation of approximately 2402 if of 8"Insituform®
Cured-in-Place Pipe designed as a fully structural pipe once installed.
