ACTION REQUESTED
Adopt by motion the following resolutions and authorize their submittal to the Commissioner of
Transportation:
1. Resolution Revoking Existing Municipal State Aid Highways
2. Resolution Establishing Municipal State Aid Highways
BACKGROUND/DISCUSSION
As discussed at the February 11, 2013, City Council meeting,there have been recent changes to the
Municipal State Aid (MSA) rules. The rule changes affect how yearly allocations are calculated for all
MSA cities.
Staff has reviewed the rule changes and recommends the Council approve the system modifications
described in the attached resolutions and as graphically depicted in the map. The changes are intended to
maximize our yearly system allocation.
Our District Engineer and the State Aid office have given preliminary approval. Final approval will be
made by order to the Transportation Commissioner upon submittal of the approved resolutions.
FINANCIAL IMPACT
There are no direct financial impacts associated with this approval. Future State Aid allocations will be
positively affected by the approval of these revisions.

RESOLUTION REVOKING
MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Elk River that the streets hereinafter
described should be designated as Municipal State Aid Streets under the provisions
of Minnesota Law.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, that
the streets described as follows, to-wit:
Part of MSAS 116 197t1 Avenue- Tyler Street to Twin Lakes Road (CSAH 13)
Part of MSAS 123 221"Avenue- TH 169 to Monroe Street NW
Part of MSAS 126 Waco Street-TH 10 to CR 35

be, and hereby are, revoked as Municipal State Aid Streets of said City subject to the approval of the
Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED,that the City Clerk is hereby authorized and directed to forward
two certified copies of this resolution to the Commissioner of Transportation for his consideration.

BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to
forward two certified copies of this resolution to the Commissioner of Transportation for
his consideration,and that upon his approval of the designation of said streets or portions
thereof,that same be constructed,improved and maintained as Municipal State Aid Streets
of the City of Elk River, to be numbered and known as Municipal State Aid Streets.
Passed and adopted by the City Council of the City of Elk River this 20"'day of May,2013.
