RE: MISCELLANEOUS STREET PROJECTS
Dear Council Members:
In addition to the other specific items on your May 13, 2002 City Council agenda I would
like to update you on various miscellaneous street issues. These include the following:
2002 SEAL COATING PROJECT
Phil Hals is preparing a list of streets to be seal coated in 2002. I will have that
list prepared on a map for presentation at the May 13th City Council meeting.
KING AVENUE
King Avenue between Trunk Highway 10 and Main Street is in very poor
condition. This is a relatively heavily traveled roadway in the downtown area,
which accesses parking, the school district offices, the Elk River Municipal
Utilities Offices, and the rear of the new bank facility at King Avenue and Main
Street. As you are aware the Elk River Municipal Utilities are planning to move to
the expanded City Hall facility in spring of 2004, therefore it will be at least two
years before anything significant happens with the King Avenue area. Staff has
discussed maintenance efforts, which could be undertaken to continue to have
King Avenue a functioning street for the next two to five years. What we are
planning on doing is obtaining quotes from a bituminous contractor to mill a small
portion of the blacktop off and put on a thin overlay. We are planning on
undertaking this as a maintenance operation paid for with street funds.
EVANS AVENUE
Phil Hals and I, together with Pat Klaers have taken a look at Evans Avenue
south of Main Street. As you will recall, this road is in the proposed Pavement
Management Plan but is not anticipated to be included in the first year's project.
Phil Hals is well aware of the issues in this area of town and has agreed to
undertake some maintenance efforts, to redirect drainage, and to patch the
bituminous surface, again with the plan of keeping the street in an acceptable
condition for the next few years until a total reconstruction can be undertaken
with the Pavement Management Plan.

193RD AVENUE AND EVANS STREET
This is the intersection near the City's Northbound Liquor Store. Recently this
intersection has shown some significant signs of wear and tear under the traffic
load. The southbound lanes of Evans Street as it comes by the liquor store
approaching 193rd Avenue have shown severe rutting. This is likely caused by
heavily loaded vehicles applying their brakes for the stop condition. Also on
193rd Avenue, drainage flowing down the gutter line is missing the cross gutter
at Evans Street due to some settlement of the bituminous surface near the
concrete cross gutter. It is staff's intent to undertake a maintenance project in
this area, resulting in some milling of the rutted and settled bituminous surfaces
and reapplying a bituminous overlay in these areas.
ASSESSABLE OVERLAY IMPROVEMENT
Just to inform the City Council it is staff's intent to not recommend the
undertaking of any assessable bituminous overlays in 2002. We will, however,
propose an assessable overlay improvement project in the 2003 construction
season.

13, 2002.
