BACKGROUND/DISCUSSION Proposals for professional services associated with the design and construction administration for the Wastewater Treatment Facility expansion as detailed in the recently adopted Facility Plan,were received on May 16, 2013. Understanding this is a specialized project, staff solicited proposals from the firms who submitted proposals to complete the Facility Plan work in 2012. The firms have demonstrated success in previously completing design and management of wastewater treatment facility expansions. Two of the four firms declined to submit a proposal citing they do not have available staff to dedicate to the project. The proposals received were detailed with costs as follows: Proposing Firm Anticipated Fees (based on preferred design alternatives Stantec, Inc. $1,176,000 Bolton&Menk,Inc. $880,050 A staff committee consisting of Matt Stevens, Gary Leirmoe,Jeremy Barnhart,Justin Femrite,and myself reviewed the proposals. Staff unanimously recommends Bolton&Menk,Inc.,based on their detailed proposal, qualifications,understanding of the project, and their ability to act as the city's advocate to deliver the project in the most cost-effective manner. FINANCIAL IMPACT The proposed fees have been included in the budget for scheduled upgrades to the WWTF. The first task identified for the project is to refine the project budget and financing options. This task will be coordinated directly with the finance department and included in this year's CIP update. The enclosed proposal details our key staff expertise and previous experience with similar projects and provides a summary of value added features for your project. Familiarity with Wastewater Treatment Facility—The City of Elk River hired Bolton&Menk to complete the Facility Plan and also assist with the NPDES permitting documents in 2012.Bolton&Menk has the most recent experience with the Wastewater Treatment Facility (WWTF)and we also have a strong understanding of the needs of the facility. In addition,we have developed a relationship with City staff and continuity would be maintained in hiring Bolton&Menk which will allow us to hit the ground running. This continuity is especially important as we continue to work with the various entities involved with the Great River Energy option. Environmental Expertise and Insight—Bolton&Menk,Inc.has the largest regional environmental staff consisting of 33 members,including 18 engineers with M.S. or Ph.D. degrees. Our design team has worked on over 150 wastewater planning,design and construction projects over the past 10 years and our team has worked together successfully for the past 20 years.All of this experience makes us uniquely qualified for this project and collectively,this experience will be available to the City of Elk River. Funding Opportunities—Bolton&Menk is proactive in positioning our clients to receive funding and we have been extremely successful in obtaining low interest loans and grant dollars for our client's projects.We understand these programs,the requirements, and the timelines required and position our clients to take advantage of these programs. Through the work we completed on the facility plan,the City of Elk River is in position to obtain low interest loan dollars through the Clean Water Revolving Fund and is also eligible for grant dollars associated with the Phosphorous Reduction Grant Program. Minnesota Pollution Control Agency Relationship —Bolton&Menk has a strong working relationship with the Minnesota Pollution Control Agency(MPCA) and through the design and construction process we will be working with the MPCA for permit modification,Environmental Assessment Worksheet(EAW) and non-degradation review. Even though we have a good working relationship with MPCA staff,we will ensure that we will be a strong advocate for the City of Elk River in our communications with the MPCA. In addition,we will need to meet various MPCA requirements during construction and start-up of the facility.We understand what the MPCA requires during the design and construction process and this knowledge and relationship will be beneficial to the City of Elk River. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 1 • Project Understanding The City of Elk River is considering to make both liquid and solids stream improvements to its wastewater treatment facility.The City partnered with Bolton&Menk to complete the facility planning process for the wastewater treatment facility and through that process recommendations were developed for improving the treatment facility. Improvements to the wastewater treatment facilities are needed to address permit changes in the City's NPDES discharge permit and also includes planning for additional growth. The City of Elk River has not yet received the final NPDES permit from the Minnesota Pollution Control Agency (MPCA),but it is expected that the new permit will include a phosphorous mass limit of 2,430 kg/year. In addition,the City will receive a more stringent mercury limit. The new permit along with anticipated growth will require the City to upgrade the treatment facilities to meet the additional flows and loadings due to growth and also to meet new permit limits. The City of Elk River operates a Class B mechanical treatment facility that includes pretreatment,primary clarifiers,trickling filters, secondary clarifiers, sand filtration and UV disinfection. The treated effluent is discharged to the Mississippi River.The biosolids system consists of a primary and secondary anaerobic digester with a biosolids storage tank.The biosolids are land applied to City owned property. Having completed the facility plan,we have a unique understanding of the treatment facility and the work that is required at the facility. Bolton &Menk has met with the treatment staff on multiple occasions to gain a full understanding of the operation of the treatment facility and also the improvements that are needed.This understanding provides Bolton&Menk with unique insight and will allow us to proceed immediately with the planning of the proposed improvements and preserve the continuity of this project. Mechanical wastewater treatment facilities include two separate processes that are combined to form an integrated treatment system.The processes are commonly referred to as the "liquid stream" and the "solids stream".The liquid stream combines various treatment components to convert the wastewater into natural byproducts of biological stabilization.The capabilities of the liquid stream is what determines the quality of the effluent produced by the facility. The solids stream combines treatment components to stabilize,thicken and store the solids byproducts produced by the liquid stream for eventual incorporation into the soil. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 1 Project Understanding The liquid stream options described in the Facility Plan recommend making improvements to the existing wastewater treatment facility to handle future growth and NPDES permit changes.The liquid stream alternatives studies included two design options: one for all growth in the existing Urban Service Area and the other option for the entire Urban Service Area plus some outside developments. These two liquid stream options have different flow and loading requirements; however,the treatment process for both options is the same. The significant liquid stream improvements will include the following: 1. Two new primary clarifiers 2. Trickling filter improvements 3. The addition of an activated sludge process 4. Covers for the final clarifiers and a new clarifier for design option 2 at some point in the future 5. Sand filter improvements 6. UV system improvements 7. Electrical and control upgrades 8. A new control building For the solids stream,the facility plan indicated two main options: sending the biosolids to Great River Energy(GRE) and a heat drying option.The option to send the biosolids to GRE provides the City of Elk River with a unique opportunity for biosolids treatment.The GRE option is the most cost effective option from both a capital and an operation and maintenance perspective. It is critical that this option be fully addressed with GRE since there is such a tremendous benefit to the City of Elk River. The GRE option is the pumping of biosolids directly to GRE and the biosolids would become part of the GRE incineration process. In return,the City would take the clarifier water from GRE directly into the WWTF.The other biosolids option,heat drying,is also a very good option for the City.However,this option should only be used if all opportunities to partner with GRE are unsuccessful.The heat drying option would include a building for the heat drying equipment and the 90 plus percent dried product would be land applied to existing City owned land. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 2 • Project Approach The design and construction of improvements to the wastewater treatment facility is an extremely important project for the City of Elk River and it is important that the City work with a partner who is uniquely qualified and has the experience to deliver a successful project. Our project approach will be similar to how we approached the Facility Plan and we plan to build on this success and move directly into the design phase of the project. Bolton&Menk has developed an understanding of the treatment facility and all of the City staff involved. The understanding we have gained through the facility planning process will allow us to start immediately on the project and provides continuity. In addition,we have also developed relationships with City staff with open communication between all parties. Establishing open and free communication is very important to ensuring a successful project.We welcome and encourage input from City staff during the design and construction of a project and we believe that input from the operations staff is very important for a successful project. Based on the RFP work tasks presented,a detailed description of how we would successfully complete the scope of work tasks is provided on the following pages. Our approach is based on our understanding of the RFP, our discussions with City staff, our knowledge of the facility, and our experience with similar projects. Task 1: Review Facility Plan and Prepare Detailed Capital Improvement Budget Description: Bolton&Menk will meet with City and Operation's staff to discuss the facility plan and based on these meetings,the facility plan will be modified as necessary.As part of this task,we will prepare a detailed capital improvement budget and also assist the City in providing a detailed review and analysis of the existing rates and will recommend rate changes as necessary. In addition,we will work with the City, MPCA and Public Facilities Authority (PFA)to obtain and evaluate low interest loans through the Clean Water Revolving Loan fund and also apply for the phosphorous and TMDL grant programs. Task 2: Coordinate, Assist and Advocate on the City's Behalf Full Implementation of the Great River Energy (GRE) Biosolids Disposal Option Description:This is one of the most important and critical tasks. It is very important that we continue with the discussions and correspondence that have already occurred with GRE. Bolton &Menk has already attended meetings with GRE representatives and it is critical to keep that continuity for this option.All options with GRE should be investigated and exhausted before moving onto the heat drying option. There would be a tremendous benefit to the City of Elk River in partnering with GRE.Not only is the GRE option significantly less capital cost,but it is also the most economical option for operation and maintenance costs. That is why it is so important to make sure that all options with GRE are explored. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 1 Project Approach In our discussions so far with GRE we have focused on delivering a liquid product(1-2%solids) to their facility. Should that option not prove feasible,then the City should consider exploring with GRE the possibility of sending GRE a thickened product. There are two thickening options, sending GRE a product that is 5-8%solids or a cake product that is nearing 20%solids.A 5-8%solids product can still be pumped relatively efficiently using the correct pump.A cake product may require a different type of handling process in order to get the product to GRE. Though the thickening options will be more expensive than the current option laid out in the facility plan,these alternative options that include thickening would be substantially less costly than the heat drying option. For this task, Bolton&Menk will attend meetings as necessary with GRE,the City of Elk River, MPCA and others. In addition, Bolton&Menk will prepare revised options and cost estimates if the additional thickening options are discussed. Task 3: Provide Engineering Analysis of Existing System and Answer Operational Questions Description:We have already evaluated the treatment facility as part of the Facility Plan and Bolton &Menk has a good understanding of the existing facility based on our meetings with the operations staff. Based on this,we feel that we can move through this task rather quickly and move onto other key design issues.However,we will meet with City staff and operations staff to review our findings and continue our previous discussions. Bolton&Menk employs not only engineering staff that is very knowledgeable with wastewater treatment operations,but also employs licensed wastewater operators that hold Class A and Class B wastewater licenses. Our operations staff have been part of meetings during the facility planning process and they are familiar with the City.The Bolton& Menk operations staff will be available to the City operations staff to assist with any operational questions. Regarding operational questions,Bolton&Menk welcomes questions and input from all City staff,but particularly from the operations staff. The operations staff will be the individuals working with and operating the new treatment facility. In our opinion,it is critical to have the input of the City operations staff during the design process as this allows for a successful project. Task 4: Review Existing Discharge Permit and Assist with Permit Modification Description:The City is waiting for the final draft NPDES permit from the MPCA. Bolton& Menk will continue to assist the City with this process and will also assist with working through the permit modification phase of the project. Once the City has determined exactly what design improvements will occur,we will assist the City in the process of modifying the permit. The NPDES permit will be modified to include the proposed improvements and the permit will include interim and final limits. It is our expectation that the interim and final limits will be the same or similar to the expected limits from the upcoming permit. Task 5: Attend Meetings and Make Presentation to City Council, Great River Energy, and the MPCA Description: Bolton&Menk will attend all meetings necessary for the successful completion of the project. This includes meetings with the City,GRE,the MPCA, and any other persons or groups as necessary to move the project through design. Meetings with the City include those with City staff, operations staff and the City Council. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 2 Project Approach Task 6: Complete all Necessary Field Work Description:Field work will consist of completing a full site topographic survey of the wastewater treatment facility area. Bolton &Menk employs our own surveying staff and they will conduct the survey of the treatment facility site.All marked utilities will be noted on the survey. It is critical that soil borings are obtained and a geotechnical report be completed before starting the full design process. The soil boring information is very important for the structural design portion of the project. Bolton&Menk will obtain quotations from at least two geotechnical firms and Bolton&Menk will provide the City with a recommendation on who should be hired to complete the geotechnical work for the project. The geotechnical work will consist of the design work including soil borings and a geotechnical report and materials testing such as density testing, soils analysis and concrete sampling and testing. The City of Elk River will pay for all geotechnical and special materials testing directly. Bolton &Menk will direct the geotechnical subconsultant on the type and quantity of testing that is required for both the design and construction phases of the project. Task 7: Organize, Schedule, and Attend Equipment Reviews at Other Treatment Facilities Description: Touring other treatment facilities is an important step in the design process and allows the operations staff to see similar processes,understand how they work, and most of all, allow for discussion with other operators to find out the pros and cons of their system. Bolton& Menk has arranged similar facility tours for many clients and will arrange tours and attend these tours with the City. Tours of other treatment facilities allow the operations staff to see what they like,but just as importantly,it allows them to see things that they don't like or don't want at their facility. These tours also introduce them to other treatment facility staffs and these staff persons then become another resource for the operators. In addition, it is often helpful to have equipment vendors visit the treatment facility and provide information on specific pieces of equipment, especially if there are no installations nearby. These types of meetings allow for comparisons of multiple pieces of equipment from various equipment vendors. Bolton&Menk will setup meetings with equipment vendors and also facility tours. Task 8: Design New Improvements Based on Selected Option Description: Once the selected options are determined,the final design process will begin. Some of the preliminary design will have already been finished through completion of tasks 1 through 7. As noted above in Task 3, Bolton&Menk encourages the input of the operations staff and Bolton &Menk will meet with the City multiple times throughout the design process to solicit input and provide updates on the design process.At a minimum, Bolton &Menk will provide review plans and specifications at the 50 percent, 90 percent,and final plans for City review and comment. Along with the review sets, Bolton&Menk will provide updated construction cost estimates. The design process not only includes the design work necessary for the proposed improvements but also requires working with the MPCA on the various permitting requirements. This includes the completion of a non-degradation review, Environmental Assessment Worksheet and the modified NPDES permit. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 3 Project Approach Task 9: Full Commissioning of Facility Design and Final Construction Description:This work includes the optimization of all electrical,HVAC, airflow and control work for any new buildings. Bolton&Menk will subconsult with a commissioning agent for this work. The commissioning subconsultant will provide an independent design review and optimization inspections of the completed buildings. Reports and correspondence generated from the commissioning agent will be forwarded to the City. Task 10: Full Construction and Contract Administration Description:Bolton&Menk will provide full construction and contract administration for the designed project. This work will include bidding services, award, and construction observation and contract administration through the entire construction process. During the construction process,the work will include attendance at monthly construction meetings, review of shop drawings,preparation of field orders,proposal requests and change orders, responding to requests for information from the contractor, and processing pay requests.We will also coordinate materials testing such as soil density testing and concrete testing with the selected geotechnical subconsultant. In addition,Bolton &Menk will assemble a draft operation and maintenance manual for City review and provide a final operation and maintenance manual that incorporates City comments. Submitting the draft operation and maintenance manual to the MPCA is a requirement and the manual must be submitted prior to starting the treatment process.A finalized copy of the operation and maintenance manual must also be submitted to the MPCA.At the end of the construction process, Bolton&Menk will provide the City with two copies of all shop drawings received. Bolton &Menk will also assemble the manufacturer's operation and maintenance manuals and provide the City with a cataloged and organized copy of all equipment manufacturer maintenance manuals. A critical piece for a successful project is the proper startup and operation of the treatment facilities. The contractor will be required to provide training to the City for the new equipment. In addition,Bolton &Menk will assist the City's operations staff with the proper operation of the treatment facilities. The selected option will have new treatment processes and our engineering and operations staff will assist the City's operation staff to ensure a complete understanding of the treatment process and operational parameters. Task 11: Final Warranty Inspection and Oversight of all Items Requiring Correction Description: Bolton&Menk will assemble a punch list for items that require completion and work with the general contractor to get these items completed. Once all punch list items are completed,any additional items that arise will become part of the warranty list. Typical language in the contract will require the contractor to provide a two year warranty.Any items that come up during the two year period will be put on the warranty list. Bolton &Menk will work with the general contractor to correct the items on the warranty list. In addition,our project team members have long-term relationships and a history with similar projects.This experience will provide cost savings and an overall better final product. For this project,Bolton&Menk will employ various subconsultants. Our subconsultant team will consist of Bill Lehnertz, structural engineering (LS Engineers), Jeff Rapp, architect(Wilkus Architects),Tom Wentz,mechanical/HVAC Engineering (Wentz Associates), and Sheldon Sorensen, electrical/controls engineering (Barr Engineering). Project Experience and References Wastewater Treatment Facility, Long Prairie, MN (2004 and 2013) Contact: David Venekamp,City Administrator, 320-732-2167 In 2004,the City of Long Prairie and Bolton&Menk completed the construction and start-up operations at a new wastewater treatment facility.More stringent limits and a large industrial load from multiple sources made the existing pond system unsustainable and led to the selection of an extended aeration activated sludge facility.The existing pond system was repurposed to provide flow equalization and flexibility in the operation. The facility included the following major items: lift station upgrades; construction of grit and screenings removal; construction of aeration basins with biological phosphorous removal facilities; construction of new secondary clarifiers; construction of new chlorination and dechlorination facilities; construction of new aerobic biosolids treatment and storage facilities; and construction of a blower/control building. Additionally, in 2013 the City of Long Prairie and Bolton&Menk are completing an expansion of the extended aeration activated sludge system to accommodate additional industrial flow that needed to meet more stringent effluent limits. The existing industrial pond system is utilized for pretreatment and the extended aeration activated sludge facility is used to polish the additional flow. The expansion of the \ mechanical facility included the following major items: new lift station and forcemain;metering and control vault;third secondary . - ® clarifier; expansion of the chlorination and dechlorination system; automation of the phosphorous control system; expanded aerobic biosolids storage; alkalinity addition for nitrification; storm water improvements; and construction of new pumpingiblower building. For both projects, Bolton &Menk provided Facility Planning, Design, Construction Engineering and Start-up/Operations services as well as assisted the City in obtaining project funding from multiple sources. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 5 Proposed Project Team and Experience Wastewater Treatment Facility Improvements, Litchfield, MN (2011) Contact: Bruce Miller,City Administrator,320-693-7201 The City of Litchfield worked closely with Bolton&Menk on facility planning, engineering,project financing and construction phases of their wastewater treatment facility improvements project. Expansion of the City's major industry coincided with implementation of more stringent ter. effluent limits and deteriorating infrastructure.A detailed review of the existing trickling filter/activated sludge facility served as a basis for maximizing all unit processes and selection of improvements with the lowest impact on both community and industrial user rates,while it provided the greatest possible increase in treatment capacity. The facility's overall treatment capacity was more than doubled with the addition of intermediate clarifiers,trickling filter upgrades, aeration equipment, replacement of the media filtration and chlorine disinfection system, and expansion of the biosolids process. Biosolids improvements not only provide additional liquid storage,but also modify the current two-digester system to allow parallel or series operation.A floating gas holding cover,mixers and a heat exchanger on Digester No. 2 provide additional digestion capacity and allow the City to utilize the methane gas. Other facility improvements include upgrades to the supervisory, control and data acquisition (SCADA) system, conversion of an existing building to garage space, and miscellaneous piping modifications. Litchfield is a relatively small community of approximately 6,700 residents. However,the average design load for this facility is 15,800 lb CBOD5/day, or the equivalent of nearly 100,000 residents. nWastewater Treatment Facility, Buffalo, MN (20081 Contact: Merton Auger, City Administrator, 763-682-1181 Bolton&Menk,Inc.was retained by the City of Buffalo to prepare a Wastewater System Evaluation.The primary focus of the evaluation was the expansion of the facility to meet the needs of a f C growing population and a new biosolids treatment and handling process. The City faced increasing difficulty in the hauling and land application of the biosolids due to development pressures adjacent to the application sites and public intolerance of land application in these areas.The City required a process that produced a Class A biosolids,was highly energy efficient,and resulted in a smaller volume of solids to haul and dispose of. The proposed process to meet these requirements was a belt dryer and an incinerator. Biosolids produced by the facility are first dewatered with belt presses. Biosolids "wet"cake is then transferred to the belt dryer,where they are dried to approximately 95%dry, resulting in Class A biosolids.The biosolids are then burned in a traveling grate incinerator to recover heat energy, which is recycled to heat and dries the biosolids.This heat recovery system reduces the natural gas demands for drying by approximately 90%. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 6 Proposed Project Team and Experience The final ash by-product is only 5%of the initial biosolids volume and significantly reduces hauling costs. Other improvements at the facility included a second fine screen,vortex grit removal system, 75-ft diameter secondary clarifier, a new ultraviolet disinfection system and pump maintenance shop. The system began start-up operations in the fall of 2008. The facility has been recognized by the American Council of Engineering Companies,Minnesota Society of Professional Engineers and the Environmental Business Journal for excellence in engineering. Blower/Aeration Improvements, New Ulm, MN (2011) Contact: Dan O'Connor,Wastewater Supervisor,507-359-8295 The City of New Ulm retained Bolton&Menk, Inc.to evaluate their blower and aeration system at the wastewater treatment facility.The existing blowers were 900 hp centrifugal blowers with a = capacity of 13,000 scfin.The City had three 900 hp blowers and through our evaluation it was determined that more efficient blowers could be installed and produce significant energy savings. The existing fine bubble diffusers only covered a portion of the aeration basin floors and while the existing diffusers did provide adequate air, there were dead zones in each of the four basins. It was determined that full floor coverage of the diffusers was the best option for the City and disc diffusers were installed in each of the four basins providing for full floor coverage. The City decided to replace one 900 hp blower with two, 300 hp turbo blowers with VFDs.Typically,only one of the turbo blowers needs to be operated. Additionally,with new dissolved oxygen probes,the blower will ramp up and down to meet oxygen demands. The one turbo blower operating produces the required air supply.The diffuser and blower upgrade has produced a substantial savings in energy costs of nearly$100,000 per year. Wastewater Regionalization, Annandale/Maple Lake/Howard Lake, MN (2009) Contact:Joe Haller,Annandale Public Works Director,320-274-3055 The cities of Annandale, Maple Lake and Howard Lake, Minnesota,partnered to create a Wastewater Treatment Commission with one centralized facility. Bolton&Menk completed a wastewater facility plan,design,project funding assistance, and construction services for this project. The major wastewater treatment improvements included: construction of new lift stations; forcemains;grit and screening removal facilities; aeration basins;final clarifiers; chlorination/ dechlorination basins; aerobic biosolids treatment and storage;blower and control building; and outfall piping. The project required the design and construction of new main lift stations and associated force mains for each community.An effluent lift station and force main was also needed to convey the effluent from the treatment facility to the receiving river. The peak design flows for these lift stations varies from 1,250 gallons per minute to 4,000 gallon per minute. Each community has unique flow variations and varying potential for growth. These variations were considered to identify the most efficient and economic lift station and force main designs. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 7 Proposed Project Team and Experience The force mains vary from 3.5 miles to 9.8 miles in length, from 10 c_ tt�, • � � _ may. to 18 inches in diameter, and are located primarily within the existing right of ways of state and county highways and township roadways.The total length of force main installed as art of the project is 27.2 miles. � p p J Wastewater flows and velocities were balanced with the pump selection Xitiesof Annandale,Maple Lake and wet well design.Three of the lift stations are designed with three &Howard Lake Wastewater `��°' Treatment Facility identical pumps. Each of the pumps are designed to meet normal flow 4 _ conditions and two pumps operate during peak flow periods. The third pump at each lift station serves as a back-up should any of the pumps fail.At the Howard Lake Lift Station, a four pump design was selected to minimize the operating horsepower on the average day. Two of the pumps are 250 H.P. and designed to move 2,150 gallons per minute. The other = f two pumps in the station are 88 HY and designed to move 1,600 gallons per minute.The controls systems at each of the stations are used to cycle ' l p__ LA a large flow at least once per day to flush the force main and minimize grit - accumulation. Wastewater Treatment Facility, Shakopee Mdewakanton Sioux Community (2006) Contact: Bill Rudnicki,Tribal Administrator, 952-445-8900 The Shakopee Mdewakanton Sioux Community worked with Bolton &Menk to implement a state-of-the-art sanitary wastewater treatment facility on trust lands to treat wastewater from all SMSC residences and Community enterprises located south of County Road 42. The wastewater facility design selected provides a small footprint with no open basins,enclosed in one building.With residential housing nearby, _- _�specific attention was given to containing noise and odors,while providing an aesthetically pleasing facility.After treatment,the effluent is _ ._77 , , directed into several wetlands. In the summer, the treated water is used to irrigate the golf course. In the winter,the treated waters flow north,eventually reaching the Minnesota River. The following wastewater treatment processes were implemented: screening and grit removal, parallel plate clarifiers,biological aerated filters (BAF),ultra membrane filtration and ultraviolet disinfection. The high degree of treatment facilitates the reuse of the effluent water for irrigation purposes and potentially groundwater recharge. BAF is a submerged media upflow filter that provides a biological conversion of organic matter and the physical capture of solids on media. It efficiently provides biological treatment in one- tenth of the space required by traditional U.S.wastewater processes and is considered the best system available today. The BAF system is also readily adaptable to influent load changes–an important consideration,given the wide variation in flow and loading from the casino gaming facility. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 8 Proposed Project Team and Experience The Shakopee Mdewakanton Sioux Community has an on-going commitment to protect the environment.As part of this commitment,the wastewater facility is design with a green roof system. Green roof design utilizes perennial plantings to create a green space on the roof of the facility,thus reducing storm water runoff for the building and creating an aesthetically appealing and energy efficient roof. The wastewater facility was on-line in August 2006. Wastewater Treatment Plant, Paynesville, MN (2012) Contact: Ron Mergen, Public Works Director,320-243-3714 Bolton&Menk, Inc. was retained by the City of Paynesville to prepare a Wastewater Facility Plan. Because of more stringent limits and a large industrial wastewater organic loading,the most cost-effective treatment alternative is to convert an aerated pond system to extended aeration activated sludge treatment facility. Existing infrastructure, including 240-acres of stabilization ponds and approximately 1,200-acres of spray irrigation fields,will continue to be used for final polishing and final disposal. Bolton &Menk was hired to design the recommended wastewater treatment improvements.The extended aeration facility included the following major items: improvements to the existing lift station;modification of an existing aerated pond; construction of a new secondary clarifier; construction of new aerobic biosolids treatment and storage facilities; construction of biosolids handling reed beds and construction of a new blower/control building. The City of Paynesville is in the process of securing a Beneficial Use of Wastewater Grant administrated by the Minnesota Pollution Control Agency due to the treatment and spray irrigation improvements associated with this project. Wastewater Treatment Facility, Rahr Malting Company, Shakopee, MN (2008) Contact: Dale Lundquist, Manager of Engineering/Process Design,952-496-7023 Bolton&Menk, Inc. along with the Rice Lake Construction Group have completed three Design/ Build projects for Rahr Malting Company. Rahr Malting has a malt processing facility located in Shakopee, Minnesota. Based on financial analysis,the Rahr Malting Company determined it would be more cost effective to treat and discharge their process wastewater rather than continue to use the Metropolitan Waste Treatment Facility. The first project was completed in 1998. The project consisted of a new activated sludge (SBR)wastewater treatment system. The range and peak design are 0.65 and 1.5 mgd respectively. The second project, completed in 2005,was the addition of a dewaterin facility. The project included the installation of a 2-meter g Y P J belt filter press and dewatered sludge conveyance system including an indexing conveyor to equally load the dewatered sludge into a semi- u trailer. The third project, completed in 2008,was the expansion of the process wastewater treatment facility to treat an average daily flow of 2.08 mgd with a peak treatment capacity of 3.0 mgd. The treatment expansion was an activated sludge (MBR)wastewater treatment system. The average and peak design process flows from the MBR facility are 1.5 and 2.25 mgd respectively. Wastewater Treatment Facility Improvements I City of Elk River, Minnesota 9 Proposed Project Team and Experience The treated effluent from the process wastewater treatment facility is used for noncontact cooling for controlling temperature during the malting process and for cooling of a conference room and an employee meeting area prior to discharge to the Minnesota River. All of the projects were completed ahead of schedule and within budget. Wastewater Treatment Facility, Saint Peter, MN (2004) Contact: Lewis Giesking, Public Works Director, 507-934-0771 The City of Saint Peter and Bolton &Menk, Inc. worked together over a 10-year period to develop and implement plans for an advanced technology wastewater treatment system incorporated into a single structure that meets the needs of the City of Saint Peter for years to come. i The City of Saint Peter operated the largest stabilization pond treatment -° system in the state. This facility, located in the flood plain of the Minnesota - River,was inundated with floodwaters on numerous occasions. Due to the environmental impacts of these flood events,the City began work to relocate the wastewater treatment operations.This planning was further accelerated by the 1998 tornado,which created the need for rebuilding much of the city's infrastructure. IA site within the city's industrial park was chosen for the wastewater treatment facility,maximizing the use of existing public infrastructure and city owned property. Bolton&Menk, Inc. developed a practical and cost-effective plan using new technology— Biological Aerated Filters (BAF) and parallel plate clarifiers for wastewater treatment, and lime heat stabilization for biosolids treatment. The compact size of the treatment processes allowed for the facility to be constructed within a single structure,meeting public expectations.The system removes BOD, ammonia and phosphorous below standards. The lime/heat pasteurization process treats biosolids to a"Class A"level. This process reduces the amount of storage required for biosolids and increases the options for biosolids disposal and reuse. In addition,the following wastewater treatment process improvements were implemented: new lift station and forcemain;new grit removal and screenings facilities;new UV facilities; new outfall; new on-site dewatered biosolids storage facility;new standby generator; odor control facility; and a new computer control system. The project was completed on time and within budget. Saint Peter's new facility complies with the wastewater discharge limits for the Minnesota River.This facility serves as a successful new model for implementation of wastewater treatment technology. One example that demonstrates our proactive approach, success, and working relationship when securing funding for our municipal clients is the Minnesota Public Facilities Authority(PFA).The PFA has funding programs for wastewater systems and storm water systems through the Clean Water Revolving Loan program,Wastewater Infrastructure Fund Grants,Phosphorous Reduction Grants and Total Maximum Daily Load Grants, all of which are administered in conjunction with the Minnesota Pollution Control Agency.Bolton&Menk Bolton&Menk assisted assisted clients in securing over$51 million in funding from the PFA's 2013 clients in securing over$51 Clean Water and Drinking Water Intended Use Plans. These figures did not million in funding from the include projects that previously received PFA funding,but were only for •'s 2013 Clean Water and that fiscal year funding cycle. In 2009,the PFA also received special funding Drinking Water Intended Use allocations through the American Recovery and Reinvestment Act(ARRA).
