DISCUSSION:
ERMU is working through an easement issue with the property owner of 927 Highway 10. This
property was previously the location of Hardee's. The underground electric cable that was
installed when the Hardee's was built runs along the west, south, and east property lines. This
cable was installed on the property without an easement. Staff is currently working through
options to resolve this easement issue. An update will be provided at the time of the
Commission Meeting.
The State of Minnesota has been working on digital electric utility service territory boundary
maps. ERMU has been working with the neighboring electric utilities to develop boundary and
exception customer agreements. Agreements with Connexus and Xcel had been completed and
submitted to the State in 2010. We have just started working with Wright/Hennepin Electric.
The State established a May Is`deadline for submitting discrepancies in the digital mapping. In
review,there were a few discrepancies determined for ERMU's boundary and exception
customers. Attached is the letter sent to the State to formally notice those discrepancies.
This past month staff attended the Connexus Annual Meeting and the CMMPA Annual Meeting.
An update will be provided at the time of the Commission Meeting.

The ERMU electric service territory boundaries shared with Xcel Energy and Connexus
Energy have been previously formalized in agreements both of which had been submitted
to MPUC/MnGeo in July, 2010. As previously noted,these boundaries with Xcel Energy
and Connexus Energy are indicated correctly on the MPUC EUSA digital service area
map boundary for ERMU.
The attached Elk River Municipal Utilities Electric Service Areas Overview Map also
indicates the customers service by exception that are not indicated on the MPUC EUSA
digital service area map for ERMU. There are currently five customers that are serviced
by exception along the ERMU electric service territory boundary.
Three of these five exception customers missing from the MPUC EUSA digital service
area map are between ERMU and Connexus Energy. The first of these is noted as
ERMU#1. This is a customer within Connexus Energy electric service territory that is
served by exception by ERMU. This customer was included in the agreement with
Connexus Energy submitted in July 2010. The address for this customer has been
changed since the July, 2010 agreement. ERMU and Connexus Energy have completed a
new agreement reflecting this change dated April 8, 2013. Also missing on the MPUC
EUSA map were two customers within ERMU electric service territory served by
exception by Connexus Energy. These are noted as CE#1 and CE#2. These were also
included in the agreement from July, 2010. They are also included in the April 8, 2013,
agreement which will be submitted to MPUC/MnGeo by separate letter. Included in the
attachments are maps and property descriptions for these three customers.
The remaining two of these five exception customers missing from the MPUC EUSA
digital service area map are between ERMU and W/H. These two customers are within
W/H electric service territory served by exception by ERMU. These are noted as
ERMU#2 and ERMU#3. Included in the attachments are maps and property descriptions
for these two customers. These customers are indicated on the ERMU-W/H Service
Territory Agreement Map 5112 S22 T121 R23 Dec 12, 1990 as served by exception by
ERMU.

The attached Elk River Municipal Utilities Electric Service Areas Overview Map
indicates the MPUC EUSA digital service area map boundary for ERMU. The ERMU
boundary indicated on this map accurately represent the current boundary with the
exception of the boundary already indicated in RED as"do not agree." This area in RED
is located in the City of Otsego in Wright County and is a boundary between ERMU and
Wright/Hennepin Electric (W/H). The attached ERMU-W/H Service Territory Agreement
1 Map N112 S18 T121 R23 Dec 12, 1990 is a copy of the signed agreement between ERMU
and W/H indicating the electric service territory boundary in dispute runs along the
quarter section line. This area is in dispute because W/H has already installed electric
ifacilities within ERMU service territory. ERMU and W/H are discussing a resolution,

but have not come to an agreement at the time of this letter.

DISCUSSION:
We had 2,037 credit card payment transactions in April, compared to 2,052 in March. The fee for
April should be $4,583.25.
At the March Commission Meeting, after review of quarterly delinquent amounts, it was
requested to report the totals for the amounts sent and recovered to Revenue Recapture (RR) -
since inception. We started Revenue Recapture in 2011, and have submitted $157,913.56 in
claims (this includes approximately $50,000 that had been previously turned over to collections).
We currently have $87,101.31 of claims in the system. The difference of$70,812.25 (submitted
claims versus current claims) includes $45,319.32 recovered directly and $25,492.93 that have
been removed from the system by us. Reasons for removal varied from collecting through
another process (in-house or the agency), or uncollectible due to deceased parties/bankruptcy etc.
The amount of$45,319.32 represents a 28.7% recovery rate, compared to the approximately
20% recovery rate of a collection agency. Additionally, we receive 100% of the RR recovered
amounts, versus a shared percentage with the collection agency.
At the March Commission Meeting, it was requested to report a breakdown of the 2012
advertising expenses by two categories: Security and everything else. This was brought to the
April Commission and at that meeting, additional detail was asked for the past five years for
ERMU. A listing is attached, along with some notes of explanation. Some of the highlights are:
1) The Connector used to be published in the newspaper and that cost has been reduced with the
distribution in our bills and production in-house. 2) Public notice for bids is a large component
of advertising and will fluctuate with the activities of the business.

• Finished tree trimming for this year.
• Continue fixing problems that the infrared camera finds.
• Continue working on changing out our overhead cutouts and fuses. With this we go
through checking padmount transformers and padmount switch gear making sure nothing
is leaking, the proper tags are in place, the map book matches the tags, and all the
• warning stickers are on the outside.
• Had three new house services.
• Installed seventeen LED lights on Evans St. by Menards and replaced five poles that
were too rusty to paint.
• When we install new house services in the winter, we have to go back in the spring to dig
the ends into the transformers or pedestals. We are doing that now.
• MMUA called and asked for mutual aid in Rochester after a storm went through. Chris
Sumstad and Grant Orrock went there to help on May 3rd and 41h
• I will be an instructor at the MMUA underground school so will be unable to be at the
commission meeting. Scott Thoreson and Grant Orrock will also be attending the school.
• Darren Weber was promoted to the Lead Lineperson position that we had posted
internally.

DISCUSSION:
The Locating department had a total of 314 locate tickets for the month of April; five of them
being emergency tickets, three cancelations, three meets, 288 normal, 14 updated tickets and one
non-excavation. This is over four times as many locate tickets as last month.
Jeff continues using the infrared camera in the field to see if there are any hot spots on our
system that need immediate attention.
In April, the Security Systems Department had a total of 82 phone contacts, 13 systems quoted,
eight system sales made, 10 installs completed, 27 service calls and 13 personal visits.
Meter Technicians continue with the meter reading, power bill, substation checks and off-peak
issues. They continue to change out the three phase meters to radio read meters.
The power plant staff did WEB deflections of the generators. WEB deflection helps determine
the state of crankshaft alignment. Even a few mils variation is indicative of trouble.
Manufacturers recommend checking this periodically, and re-aligning the shaft if the deflection
is over a given limit. Our alignment was within the normal limits.
Steve completes the building safety checks and engine run reports to GRE. He also attended
Generation school in Glencoe last month.
Steve and Jeff are getting the bore rig ready for the underground boring season.

DISCUSSION:
The Water Department hosted Minnesota Rural Water Association's Water Operation&
Maintenance Training Session on April 24, 2013. The seminar was a huge success with greater
participation than prior years. We will be hosting again in 2014 at Lions Park as we have reached our
capacity in the City Chamber room.
I will be attending a seminar on the Mount Simon Aquifer on May 22, 2013. Some of the topics
include; local costs associated with the treatment of polluted groundwater,trends in local water usage and
their long-term cumulative regional impacts,and etc. I have attached the agenda and a map of the Mt.
• Simon Aquifer.
On May 18, 2013,the Water Department will be putting on a free Water Education Seminar for
our customers to attend. This is the first time in several years that something like this has been done. The
seminar will mainly focus on irrigation conservation through landscaping and smart irrigation systems. It
will also touch on wellhead protection,well sealing, and stormwater.

DISCUSSION:
• We started selling rain barrels to customers at the end of April. The program has been a
great success and we had to expand it a bit to meet our residents demand. We are selling
two different types of barrels and we have already sold out of one. We have extended the
program to allow ERMU staff to take orders for customers through May 17`h. The
customer will pre-pay for the order and the rain barrels will be delivered to the residents
by ERMU water department staff in the middle of June. So far we have sold 9 brown rain
barrels with 10 already "on order" and we have sold two cisterns.
• Completed data entry for 2012 electric conservation programs. ERMU had a very
successful year. We achieved our savings goal, but did not achieve the spending
requirement. Our estimated spending was $388,566 on a goal of just over $400,000. The
savings, however, was 2,650,184 on a goal of 2,150,862. The lower than expected
spending is a result of decreasing program opportunities in the residential sector and the
slowdown in the economy for our businesses. 2013 appears to be breaking free with more
businesses exploring capital improvements that include energy efficiency.
• Presented the bonus check to the Sherburne County Board of Commissioners for the
successful operation of the Landfill Gas to Electric Facility. The check was for $15,000.
ERMU staff also presented the information on expanding the current facility and the
County Commissioners were very supportive and would be willing to finance the
expansion. They requested input through a work group that will be developed in the
coming months.
• Conducted a walk through audit for Spectrum High School and made recommendations
of HVAC equipment to increase comfort and temperature control for their systems. We
also met with the Arts Alliance on the lighting retrofit that was installed in Granite
Shores.
• Attended an APPA Certification training May 6-10 in Anaheim, California that focused
on Energy Efficiency Program Management.
