City of Elk REQUEST FOR ACTION River TO ITEM NUMBER Mayor and City Council 4.11 AGENDA SECTION MEETING DATE PREPARED BY Consent June 17, 2013 T.John Cunningham,Fire Chief ITEM DESCRIPTION REVIEWED By Agreement for Online MSDS Compliance Services Cal Portner, City Administrator REVIEWED BY ACTION REQUESTED Approve by motion an agreement for MSDS online compliance management with MSDSonline. BACKGROUND/DISCUSSION Government entities, just like many commercial operations, are required by OSHA to maintain easily accessible Material Safety Data Sheets (MSDS). Management of this information, including keeping the information up-to-date and current,is often a time consuming task for staff. From a safety and compliance perspective,it is important, however, that this information be readily available to city employees in the event of a medical or other emergency. Recently, city staff, including the city's building maintenance division, reviewed a presentation by MSDSonline, a subscription service that helps organizations inventory, manage, update, and track MSDS information. This service was most recently used by a contractor at the public works building construction project. Staff is recommends initiating a subscription to MSDSonline, including an optional fax-back service which will provide access to MSDS information in the absence of computer access. FINANCIAL IMPACT The start-up cost for the subscription is $2,730,which will be paid from the city's Insurance Reserve Fund. Staff will most likely import most of the data, as time permits. The city, however, does have the option to purchase additional services, on as-needed basis,if we require data entry assistance or other services. Renewal costs will be factored into the city's safety program for future years. The revised standard is now referred to as HazCom 2012 and includes the following changes: 1. Revised criteria for classification of chemical hazards 2. Revised labeling provisions, including use of standardized signal words, pictograms, hazard statements, and precautionary statements 3. A specified format for safety data sheets(formerly called material safety data sheets) 4. Revisions to definitions of terms 5. Requirements for updated employee training on labels and safety data sheets Chemical manufacturers and importers will be required to develop new SDSs for the chemicals they produce/import and employers will see their entire MSDS library updated in a short time frame. The phase in period has already begun and extends through June 2016. Employers will have a mix of MSDSs and new format SIDS co-existing during this transition period. The main focus during the transition period will be ensuring that employers continue to have an effective HazCom program in place. Simplify the GHS Transition Manage the Influx of MSDSs OSHA's adoption of GHS will result in an influx of MSDSs that will affect your entire chemical inventory. We make it simple to manage the safety data sheet churn while organizing and deploying MSDSs across your organization. - Auto Updates Our industry leading database of safety data sheets is available 24/7 and is updated with up to 10,000 new or revised MSDSs weekly. MSDSs, added to the database and matching MSDSs in your library, are automatically sent to you. Flagging of MSDSs in GHS Format Safety Data Sheets in the GHS format are flagged in our database so you can quickly and easily identify updated MSDSs in your system.
