Discuss and consent to request for proposal for a facilities Master Planning Study.
BACKGROUND/DISCUSSION
The Council has approved Capital Improvement Plans that outline near-term improvements needed in a
number of city facilities including the Elk River Ice Area,Activity Center,and Lion's Park Building.
The Council has also discussed improvements needed to the Ice Arena to maintain operability and
comply with federal environmental standards. The Olympic Rink has also had unplanned, emergency
repairs to keep it operating.
A Master Planning Study would review the feasibility of constructing a multi-purpose community
recreation facility on one or more sites on existing city property. The facility would include, but not be
limited to two sheets of ice and associated arena facilities, senior center,banquet hall space with full
kitchen, and retail space.
The Ice Arena mechanical and engineering study completed late last year confirmed the 10-year capital
repairs require nearly$5 million in needed improvements to maintain the existing building. The required
improvements do not include building updates to improve space, traffic flow or amenities commonly
found in new arenas.
The Activity Center is scheduled for replacement of its roof, f VAC and flooring at a cost estimated at
$250,000. The building is open approximately 40 hours per week. Building configuration,lack of
restrooms and lack of parking space are concerns for the building and limits further utilization.
The Lion's Park also is scheduled for some repair work. The building is expensive to maintain and has
very limited uses because of its size, configuration and lack of a commercial kitchen.
Each of the capital repairs are currently funded in the Building Replacement Fund. The study would seek
the funding gap after considering the use of intended repair/replacement funds, the sale of existing
properties (Ice Arena and Activity Center) and new revenue from banquet facility rental and retail,
potential grant funding for wetland mitigation/improvements, R22 refrigeration plant
upgrades/replacement, energy savings from old buildings to the new facility, and potential new property
tax revenue from repurposing the Activity Center to fund the new facility.

The goal is to find the feasibility of building the multipurpose facility on Lion's Park financed primarily
with currently planned and funded Building Replacement Fund money, sale of the Activity Center,ER
Ice Arena and city-owned parking lot to the east of the current arena,new revenues generated from the
building,grants and the energy efficiency of updated facilities.
FINANCIAL IMPACT
Following an RFP and bids, Council could authorize the study and utilize funding from Council
Contingency.
