TO: FROM: Mayor and City Council Michele McPherso irector of Planning DATE: I*la¥ 20, 2002 SUBJECT: Park and Recreation Commission Update Attachments May 8:h Park and Recreation Commission Meeting Agenda As can be noted from the attached agenda, there were very few items requiring City Council action. The agenda items were mostly routine; park dedication reviews, Orono Park Master Plan discussion, and a discussion regarding landfill end use. One item of interest was that of structures such as tree forts in public parks. There are several such structures in parks, specifically Lafayette Woods, Meadowvale Heights, Woodland Trails, and Camp Cozy Park and the Commission is concerned about liability to the City should someone get hurt by falling from or having a portion of the structure fall on a member of the public. The Commission voted unanimously to recommend that the City Council direct staff to complete the following as soon as possible: Identify the remaining park boundaries. Install park boundary signs. Remove tree forts and other structures from park property. This recommendation was made after viewing a number of photographs presented by Commissioner Dave Anderson, regarding structures and debris in what appears to be City parks. The Commission felt, however, that the City should clearly identify that these structures are within park property and if so, remove them. Staff will work with the City Engineer to identify park boundaries. Recommendation Staff requests that the Council endorse the Park and Recreation Commission's recommendation regarding illegal structures within City parks.
