TO: FROM: DATE: SUBJECT: Mayor and City Co~cil~ Michele McPhersc~F~irector of Planning May 20, 2002 Comprehensive Plan Update and Citizen Appointment The first meeting of the Task Force was held on May 2, 2002. There were 15 Task Force members in attendance and three members of the general public attended to observe. Nicole from the Star News was also present. Staff included Pat Klaers, City Administrator and me. A verbal update regarding the first public meeting held on May 16 will occur at Monday's meeting. Attached for your information are the agenda and handouts used at the meeting. The following is a list of the Task Force members and their alternates. They will be conducted by Rusty Fifield in Conference Room A at City Hall. A Community Tour by the Task Force will occur on June 4, 2002. This meeting is truly the initiation of planning activities, therefore there are no.~vrong answers --all input is valuable and everyone's voice is important. Please make certain that all members of your group have an opportunity to participate in the discussions. This is NOT a public hearing. The agenda does not include time for general public comments. Our goal tonight is to learn about Elk River from its residents. We have found that structured small group discussions are the most effective way to obtain your guidance. One member of your group needs to serve as the recorder. The recorder's job is to complete the reporting card for each exercise and post the results as directed. This meeting is important as it provides the foundation for planning activities. Follow the instructions in the Discussion Guide for help in responding during the group exercises. It may help to keep track of the time allotted for each question as indicated in the Discussion Guide. The consultants are merely resources tonight. This understanding will grow as we collect information from many sources. One of the most important sources of information is YOU. When someone says "Elk River" what images come to your mind? Instructions 1. Use five (5) minutes to list below the images that best describe your view of Elk River. Compare your list with other members of your group. Four task is to reach consensus on the five (5) images that best describe Elk River in 2002 Record results on the YELLOW cards - ONE IMAGE PER CARD. Describe your image in 3 to 5 words. Please print clearly and in big letters. When all of your cards are complete, have one member of your group place the cards on the Reporting Wall. Try to cluster with similar images. Changes There is no question that Elk River has changed over the past 20 years. Some changes are obvious and others are more subtle. We want to know more about how Elk River has changed and how you view the changes. [nstructions 1. Use dqve minutes to list below the how Elk River has changed in your memory. Share and discuss your changes with other members of your group. Reach agreement on the five ($) most important changes in Elk River. You have 20 minutes to complete your discussions and post results. Record results on the BLUE change report cards - ONE CHANGE PER CARD. If you believe that the change has made Elk River better, put a plus sign (+) before the change. yyou believe that the change has lessened the quality of life, put a minus sign (-) before the change. When all of your cards are complete, have one member of your group place the cards on the Reporting Wall. Try to cluster with similar responses. To Do List At your house, there may a "To Do" list on your refrigerator. A list of those things that need to be fixed or improved. We need to make a To Do List for Elk River. What are those things in the community that need to be improved? Instructions 1. Use five minutes to list below the items that should be on the To Do List for Elk River. Do not be concerned or constrained by how to make this improvement. Compare lists with other group members. Each group must reach agreement on the top five (5) needed improvements or changes. You have 20 minutes to complete your discussions and post results. Complete one GREEN To Do Card for each item on your group's list. When all of your cards are complete, have one member of your group place the cards on the Elk River Refrigerator. Try to cluster with similar responses. [I1[] Road Blocks The previous exercise created a To Do List for the community - things we need to do. As we plan for the future, we need to recognize the road blocks - the things that will impede change. What do you see as important barriers and limitations on the future of Elk River? Instructions 1. Use five minutes to make a list below of road blocks for the future of Elk River. Compare your list with other group members and reach consensus of the five (5) most significant road blocks. You have 20 minutes to complete your discussions and post results. Record results on the PINK Road Block cards - ONE ROAD BLOCK PER CARD.
