ZANE AVENUEIMPROVEMENTS
Mn/DOT COOPERATIVE AGREEMENT
Dear Council Members:
Attached is a copy of the Cooperative Agreement prepared by Mn/DOT for the Zane
Avenue improvements. Mn/DOT has determined, based on initial estimates, that their
participation in this project will be $137,232.64. That is based on a cost split of the
various components involved in the improvement. Essentially, Mn/DOT will pay 100% of
the cost for closing the median access onto TH 10. They will pay no cost of the sanitary
sewer and watermain facilities included in the project, and the road construction will be a
60-40 split between the State and the City.
The amount of Mn/DOT's participation will be adjusted after the project is bid and then a
final adjustment will be made based on the cost split policy after the construction of the
project is final. As of today, based on estimates, Mn/DOT's participation would be
$137,232.64.
The rest of the agreement is essentially the same as all the other Cooperative
Agreements the City has approved over the years. We would recommend adoption of
the attached resolution which authorizes the Mayor and City Administrator to execute the
Cooperative Agreement.

a RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION ENTERING INTO A CO-OPERATIVE AGREEMENT WITH MN/DOT
WHEREAS
IT IS RESOLVED that the City of Elk River enter into Mn/DOT Agreement
No. 83191 with the State of Minnesota, Department of Transportation for
the following purposes:
To provide for payment by the State to the City of the State's sham of the
costs of the Zane Avenue frontage road construction and other
associated construction to be performed upon, along and adjacent to
Trunk Highway No. 10 from 171st Avenue to 175th Avenue within the
corporate City limits under State Project No. 7101-56 (T.H. 10=003).
IT IS FURTHER RESOLVED that the Mayor and the City Administrator are authorized to
execute the Agreement and any amendments to the Agreement.
CERTIFICATION
I certify that the above Resolution is an accurate copy of the Resolution adopted by
Council of the City of Elk River at an authorized meeting held on the 20th day of May,
2002, as shown by the minutes of the meeting in my possession.
