Consider Premises Permit Renewal for Community Charities
REQUEST
Community Charities has requested to renew its premises permit to conduct charitable
gambling at the Elk River Bowl. The permit will run for two years from April 1, 2004 until
March 31, 2006.
APPLICANT
Community Charities - operating at Elk River Bowl.
BACKGROUND
The City's ordinance requires that 75% of the lawful purpose expenditures must be spent
within the City's trade area. The trade area for Elk River includes the cities of Elk River,
Ramsey, Otsego, Rogers, and Zimmerman. The attached chart shows that the amount of
expenditures spent in the trade area during the past two years has been 85%.
The City's ordinance does not allow gambling organizations to operate in the City if the
headquarters is not located in the City or in a city contiguous to Elk River. Community
Charities is grandfathered.
ACTION REQUESTED
A motion from Council adopting the attached resolution approving a premises permit for
Community Charities to conduct lawftfl charitable gambling at Elk River Bowl, 13161
Highway 10.
RESOLUTION 04-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION APPROVING PREMISES PERMIT RENEWAL FOR
COMMUNITY CHARITIES
WHEREAS,
Community Charities has made application to the State
Gambling Control Board for a Premises Permit Renewal;
and,
WHEREAS,
the Premises Permit will allow charitable gambling on the
premises of Elk River Bowl located at 13161 Highway 10 in
the City of Elk River; and,
WHEREAS,
Community Charities has met the city's requirement of
spending 75 percent of its lawful expenditures within the
city's trade area during the past two years.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Elk River, Minnesota that a Premises Permit be granted to the Community
Charities to allow charitable gambling operations at Elk River Bowl located
at 13161 Highway 10 in the City of Elk River, Minnesota.
Passed and adopted this 12th day of January 2004.
