Public Safety-City Hall Project Update
At the December 8, 2003, City Council meeting a brief update ~vas provided on the status of the
Public Safety - City Hall - Utilities construction project. At that time, it was noted that the schedule
for moving back into the remodeled City Hall/Pohce Station areas had been "tentatively" set up for
the February 13 - 16 timeframe.
On January 6, 2004, the monthly meeting with the construction manager (Kraus - Anderson), the
Architects (Tushie Montgomery), and city staff was held. At that meeting it was discussed that most
of the ~vork associated with the Public Safety Facility had been completed. There are still some
punch list items that need to be completed and a few of these items will need to wait until spring in
order to get accomplished as they are outside the building work projects. The EOC is essentially
completed, although there are still some minor items that need to be taken care of. Progress
continues with the gun range. The mechanical system has been installed and the ventilation system is
in the process of being installed. Guns have actually been frred in the range on a "test" basis. The
gun range is on schedule to be completed and available for use by the end of the month.
One ongoing issue that needs to be addressed for both the Utilities building and the Public Safety
facility has to do with the lights. Both buildings have the same issue where the lights are burning out
much too quickly. However, the solution to the lighting problem is different for each building. In
the Public Safety building the ballasts are being replaced on all of the lights as they fail. In the
Utilities building the light bulbs are being replaced until the harmonics are fLxed. Nelson-Rudie &
Associates, Inc., our consultant for this part of the project, is evaluating the situation to determine
what exacdy is wrong with the lighting system and ultimately the responsibility for fixing the
problem will be with the electrical contractors. Another issue that is ongoing with the Utilities
building has to do with the heat. In this regard the boiler temperature situation has been addressed,
the early morning start-up procedures have been changed and only the occupied versus unoccupied
building status issue still needs to be resolved. This last heating issue will be the responsibility of the
contractor. Finally, in terms of outstanding issues with the Utilities building, the masonry work will
be completed in the spring to resolve any water leaking problems that are occurring around the
windows.
The remodeling of City Hall and the Police Station continues to move forward on schedule. A
recent tour of the project indicated that progress is being made, that no major problems are
surfacing, and there have been no recent big surprises. The project is scheduled to be completed by
the end of January. City staff anticipates beginning to move into the new facility the week of
February 9. The currently used furniture in the Utilities building is scheduled to be moved after 5
p.m. on Thursday, February 12 and this work should be completed by the end of the day on
Monday, February 16 0Monday, February 16 is the Presidents' Day Holiday and city offices are
closed.) Regarding the timing of this move, I ~vould like to the City Council to consider closing city
offices for normal business activities on Friday, February 13, 2004. We had to close city offices to
move into the Utilities building and we need to do the same thing on Friday, February 13, 2004. The
moving company needs four complete days in order to accomplish the move and we will be unable
to conduct normal city business during this time. The move date will be finalized next week and
Council action to close city offices will be requested at the January 20 Council meeting.
Additionally, and this is more of a coincidence than related to move, but I need the City Council to
consider canceling the Tuesday, February 17, 2004 City Council meeting as no space is available to
hold this meeting. The Lions Park Center Facility and the Small Theatre both have been previously
committed to other groups and are not available. The public hearings which are normally heard on
the third Monday of the month are being scheduled to be presented to the Council on Monday,
February 9, 2004.
Recommendations
It is recommended that the City Council cancel its regularly scheduled meeting on February 17,
