BACKGROUND/DISCUSSION Funds are available in the 2013 Equipment Replacement Fund to purchase a sidewalk machine with attachments to replace the current 2004 Holder sidewalk machine. Replacement was reviewed in detail when the Fleet Committee met with the Council in 2012. At that time, staff recommended to place the purchase on hold to see how the machine performed during the 2012-13 snow season. On May 19, 2013, the Fleet Committee unanimously recommended to move forward on the purchase after reviewing service records, safety concerns, and the revised budget. The Equipment Replacement Fund had a replacement value of$186,250. Staff has identified a different sidewalk machine (MB MSV) manufactured in Wisconsin at a significantly lower cost than originally planned. The reduction was due to the machine's pricing and negotiating a higher trade-in value. Lakeville and Brooklyn Park also use this machine and their staff cited good performance,high employee satisfaction, and easy parts replacement in their recommendation. We also considered waiting until January 1,2014, to purchase and utilize the pending sales tax exemption; however, state contract pricing ends December 31, 2013, and new engine emissions standards will increase the cost significantly. Staff recommends purchase of the Municipal Service Tractor/attachments on state contract through Titan Machinery for $136,263.72. FINANCIAL IMPACT The total cost of the sidewalk machine of$136,263.72,including sales tax and trade-in value. The budget for this equipment was $186,250.
