SAC/WAC Charges
Issue
Approximately two months ago a request was made that staff consider
modifying the calculation method for SAC/WAC charges for hotel/motel
projects. Staff discussed this issue and arrived at a new, more appropriate,
calculation method for SAC and WAC charges for this type of project. Staff
then brought the issue to the City Council at the June 29 meeting for
authorization to proceed with an ordinance amendment to make the change
as suggested. The Utilities Commission has since approved the change to the
WAC calculation.
The ordinance amendment would be to change the method of calculation of
SAC/WAC units from i to .5.
Recommendation
Staff recommends the City Council approve an ordinance amendment
reducing the SAC calculation method from its current level of I to a level of
.5 per hotel/motel unit.

SUBJECT: Units Charge for Hotels/Motels
After talking with Mr. John Dietz on June 30, 1998, regarding the unit
changes for hotels and motels, I felt a brief explanation would be appropriate.
At this time, city codes dictate that hotels and motels should be charged 1
unit per room and that pools, saunas, Jacuzzis, game rooms and exercise
rooms should be of no charge for this facility. Our current code for
apartments is .8 units per apartment unit. When comparing these two,
clearly it shows that apartments would be a lot heavier use than a hotel or
motel unit. For instance, apartments have kitchens and laundry rooms and
sometimes two bathrooms. These also can have an occupant load of I to 6
people per apartment unit.
Staff felt that reducing hotel/motels to .8 unit would be too high for the use.
With the information that Sands Company provided for us regarding other
community unit charges, staff determined that a .5 charge per unit would be
consistent with other municipalities and would be more consistent with the
use for which it is intended. If this unit price was acceptable, the SAC charge
for a 78 unit hotel project would be a 39 unit charge. Please keep in mind
when determining the total unit charges for this type of facility, additional
charges would be imposed to areas such as banquet rooms, cocktail lounges
and complimentary breakfast areas.

ORDINANCE NO. 98-
AN ORDINANCE OF THE CITY OF ELK RIVER
AN ORDINANCE AMENDING SECTION 1302.10 OF THE CITY CODE
OF ORDINANCES PERTAINING TO SEWER AVAILABILITY
CHARGES
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. That Section 1302.10 - titled "Sewer Availability Charges -
SAC)," of the City of Elk River Code of Ordinances shall be amended by
changing the number of sewer availability units for the category motels and
restaurants from I to .5.
MOTELS AND HOTELS (assume 2 persons/room)
(pools, saunas, Jacuzzis, game rooms,
or exercise rooms exclusively used by
guests-no charge)
Section 2. That this ordinance shall take effect and be in full force
from and after the date of its publication.
Passed and adopted this 3rd day of August, 1998 by the City council of the
City of Elk River.
