RE: 1998 SEAL COAT IMPROVEMENTS
Dear Council Members:
We have tabulated the bids received on Tuesday, July 28, 1998 for the above-
referenced project. There were a total of three bidders. Each bidder and their total bid
is presented in the following table.

This year, Phil Hals, Street Superintendent, is proposing a slightly different approach to
the seal coating program. These bids represent the contractors' cost to provide the oil
and placement and the placement of the aggregate material. Phil has indicated in the
bidding documents that he will provide an aggregate material and the Contractor only
has to place it.. This allows Phil to have the material tested, and a specific design done
by Mn/DOT to maximize the benefit of the seal coat process.
Allied Blacktop Company has successfully completed seal coating within the City in
previous years. Therefore, we would recommend award to Allied Blacktop Company in
the amount of $25,570.00 as the lowest responsible bidder. Attached for the City
Council's consideration is a resolution that accepts the bid and awards the Contract to
Allied Blacktop Company.
If you have any questions regarding this project, I will be in attendance at your August 3,
1998 City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
SEAL COATING IMPROVEMENT OF 1998
WHEREAS,
WHEREAS
pursuant to City Council direction, competitive bids were solicited and
received for the 1998 Seal Coating improvement as set forth in the bid
tabulation attached hereto and incorporated herein by this reference; and
the City Council has considered the amount of the bids and the
responsibility of the bidders and determined that Allied Blacktop Company
is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on
behalf of the City, such contract with Allied Blacktop Company as is approved by
the City Attorney for the completion of the 1998 Seal Coating improvement
according to the approved plans and specifications.
The City Administrator is authorized and directed to forthwith return to all bidders
the deposits made with their bids upon execution of the contract above specified.
