Background/Discussion The reconfiguration of the intersection of 3rd Street and Railroad Drive downtown has eliminated the opportunity for the US Postal Service (LISPS) to provide drive-up service to a mailbox in that location. The USPS is looking to replace this single location with two new drive-up locations. One proposed location is in the parking lot near their new retail outlet located off of Freeport Street. A second replacement location is on the City Hall campus. Staff has reviewed the parking lot and determined the "loop"in front of the Police and Fire building would be the best location to facilitate a drive-up mailbox. It provides a visible location with easily controlled traffic movements as required by the USPS. The loop would be signed for one-way traffic so motorists could drive to the mailbox without traversing into an oncoming traffic lane. Financial Impact The mailbox includes a concrete base and can be set into the existing turf area funded and provided by the USPS. The city would be responsible to construct signing to establish a one-way traffic lane in the location. The sign costs are estimated at$200 and would be funded through the existing streets sign budget.
