To Item Number Mayor and City Council 4.10 Agenda Section Meeting Date Prepared by Consent July 15, 2013 Justin Femrite, P.E., City Engineer Item Description Reviewed by Application for Point Source Implementation Grant Cal Portner, City Administrator Reviewed by Action Requested Adopt the resolution approving the submittal of application to the Public Facilities Authority (PFA) for a Point Source Implementation grant to cover eligible costs associated with the Wastewater Treatment Facility (WWTF) expansion. Background/Discussion The PFA,through the Clean Water Land and Legacy Amendment,has grants available to assist utility owners with costs associated with treatment facility upgrades. The grants are for 50% of eligible costs up to a maximum of$3 million dollars. Based on the estimated costs of our facility upgrade,we would be eligible for a full $3 million grant. The grants are competitive and are based on the ranking of projects on the PFA Intended Use Plan (IUP). Applications are due by July 31, 2013. We will know in late August or early September if we will receive a grant. Financial Impact There are no costs associated with submittal of the grant application. Attachments ■ Resolution P a w E A E U s r N:\Public Bodies\AgendaPackets\7-15-2013\Final\x4.10sr.docx Na City of Elk River Resolution 13- A Resolution of the City of Elk River Authorizing the City to Submit a Point Source Implementation Grant Application to the Minnesota Public Facilities Authority and to Authorize City Officials to Execute a Grant Agreement on Behalf of the City of Elk River for the Wastewater Treatment Facility Improvements WHEREAS, the Point Source Implementation Program, established in Minnesota Statutes 446A.073, as amended provides funds for construction projects; and WHEREAS, the City of Elk River is hereby applying to the Minnesota Public Facilities Authority (PFA) for funds to be used for eligible costs for the Wastewater Treatment Facility Improvements Project. BE IT RESOLVED,that the City of Elk River has the legal authority to apply for the grant, and the financial, technical, and managerial capacity to ensure proper construction, operation, and maintenance of the project for its design life. BE IT FURTHER RESOLVED, that upon approval of its application by the PFA, the City of Elk River may enter into an agreement with the PFA for the above referenced project, and that the City of Elk River certifies that it will comply with all applicable laws and regulations as stated in all contract agreements described in the compliance listing of the grant application. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk River,Minnesota, that the mayor and city administrator are hereby authorized to execute such agreements, and amendments thereto, as are necessary to implement the above project on behalf of the City of Elk River.
