Ice Arena Commission Membership
Ordinance .Amendment
Per direction from his Community Recreation Board, Jeff Asfahl has resigned
from the Ice Arena Commission. Jeff also resigned from the Girls and Boys
Club Board. The Recreation Board felt that Jeff, as a staff member, should
not be a voting on issues which may ultimately involve Community
Recreation. Jeff continues to be available as a resource for both groups.
The Ice Arena Commission ordinance calls for a seven members, one of which
is the Community Recreation Director. The commission discussed its
membership at its last meeting on August 4 and unanimously recommended
that the ordinance be changed to replace the Community Recreation Director
with a member from the city Park and Recreation Commission. The intent of
the Ice Arena Commission is to foster better communication with the city
Park and Recreation Commission as they view ice arena activities as park
and recreation in nature and see the possibihty for many programs and
projects of mutual interest.
The Park and Recreation Commission reviewed this issue at its August 12
meeting. The commission unanimously endorsed the recommendation from
the Ice Arena Commission. Chair Dana Anderson volunteered to be the Park
and Recreation Commission member who would sit on the Ice Arena
Commission and this also was unanimously endorsed by the commission.
Recommendation
It is recommended that the City Council adopt Ordinance 98- __ amending
Section 217.04 of the City Code entitled 'WIembers and Terms," whereby the
Elk River Area Community Recreation Director would be replaced by a
representative of the Elk River Park and Recreation Commission.
It is recommended that the Council appoint Dana Anderson to the Ice Arena
Commission with his term to expire on 12/31/99.

AN ORDINANCE OF THE CITY OF ELK RIVER
AN ORDINANCE AMENDING SECTION 217 OF THE CITY CODE OF
ORDINANCES PERTAINING TO THE ELK RIVER ICE ARENA
COMMISSION
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. That Section 217.04 of the City of Elk River Code of
Ordinances entitled "Members and Term" be amended by deleting the
representation of the Elk River Area Community Recreation Director and
adding representation from the Park and Recreation Commission as follows:
217 · 04 - MEMBERS AND TERMS
The Ice Arena Commission shall consist of seven (7) members who
shall be appointed by the Council for terms of three (3) years.
The Commission will consist of the following:
2 representatives designated by the Elk River Youth Hockey
Association.
1 representative designated by Independent School District
728.
1 representative of the Park and Recreation Commission.
1 representative of the Elk River City Council.
2 representatives from the public.
Section 2. That this ordinance shall take effect and be in full ~rce
