Sign Requirements, Hillside Crossing PUD Memo to Mayor and City Council/CU 02-13 May 20, 2002 Page 2 Overview Background On October 15,2001 Coborn's Incorporated was granted a Conditional Use Permit to add a canopy covered drive-up pharmacy window on the northwest corner of the existing Coborn's store. At that time, no signage was indicated for the west fas:ade of the canopy. The applicant is requesting this sign to help identify the business as well as to prevent undesired traffic into the drive-thru. Since the opening of the drive-thru, it has been mistaken as a photo and/or video drop off area. This is as a result of the current signage on the west fac;ade of the building that says "1 Hour Photo" and "Video." They are proposing a 2'-4 ~" x 20' (47.5 square feet) aluminum frame wall sign to be installed on the west fas:ade of the canopy below the metal scupper. Analysis Staff agrees that a sign on the canopy is needed to identify the business from Highway 169 as well as to minimize the confusion of what the drive-thru is for, thus reducing unnecessary traffic near the store entrance. However, the sign does not meet the sign design standards of the Hillside Crossing PUD. The agreement states, "Wall signage for each freestanding building must consist of individual letters." The proposed sign is a single back lit cabinet sign. The amount of total signage on the building if the sign is approved will not exceed the amount allowed by the PUD agreement. Plannin~ Commission Action There was discussion on how this request differed from a recent request by Cub Foods that was denied. Cub Foods already had a sign identifying the pharmacy and requested additional signage that would identify "Cub" not the pharmacy. Coborn's has no signage identifying the pharmacy at this time and is only proposing the word "Pharmacy". The Planning Commission recommended approval of the request by a 5-1 vote. Recommendation Staff and Planning Commission recommend that the City Council approve the Conditional Use Permit for additional signage on the west fas:ade of the pharmacy drive thru canopy with the following condition: 1. THE SIGN WILL CONSIST OF INDIVIDUAL LETTERS. 2. SIGNAGE SHALL BE PLACED AT THE ENDS OF THE CANOPY TO IDENTIFY THE ENTRANCE AND EXIT OF THE DRIVE-THRU. Monument Siqn For Freestandinq Sites 1. Each of the freestanding buildings within Hillside Crossing will be allowed to have a freestanding sign. The freestanding sign must be of a monument style with a maximum height of Ten (10) feet and a maximum area of One Hundred (100) square feet, as shown on Attachment C. e. Wall Siqns (Freestandinq Sites) 1. The gross surface area of a wall sign for freestanding buildings shall not exceed Ten (10) percent of the area of the building wall, including doors and windows, to which the sign is to be affixed. 2. f. Wall Siqns (Multi Tenant Buildinq) 1. Fascia signs for individual retail tenants shall be for store identity only. 2. Capital letters shall be no larger than 32" high, lower case letters shall be no larger than 24" high. Signs shall be located on the west and south sides of the grocery store in a symmetrical manner, but in no case shall they extend closer than 3'- 4' from the projected lease line. 3. These signs may be internally illuminated, individual letters placed on a 4" square electrical raceway, painted to match the brick facia. 4. No signage shall be permitted on the sides or rear of the building, other than that required for delivery identification or traffic control, except the on-premise tenant business sign identifying "Q-Cumbers" restaurant on the southwest corner of the grocery store building. g. Maior Tenant Siqnaqe 1. Signage for the grocery tenant, Fresh Value Foods, shall be compatible with City approvals.
