It is a 5.29 acre lot with an existing single family home and three accessory buildings on the property. The proposed subdivision will create two parcels to allow a second buildable lot. The first lot will be 2.79-acres and will contain the existing house and three existing accessory buildings. The second lot will be vacant and 2.5-acres in size. The two lots meet the minimum required lot size for the R-la zoning district. The rear and side yard building setbacks are met for the existing buildings. Staff would support a lot line that has fewer comers in it, even if it were to result in a second lot that is less than the required 2.5 acres. The overall density of the request would not be changed. The applicant's Option B attempts to straighten the property line which results in Parcel B being 2.14 acres in size. Staff Option C would provide fewer comers and could still meet the required area, but still has a very sporadic property line. Staff would prefer to see something similar to Staff Option D, which creates a property line with only one comer in it. If the Council were to agree with this, a variance would need to be granted in the motion to approve the request. Grading, Drainage and Utilities Grading, drainage and utility issues are addressed in the City Engineer's memo. Park and Recreation Commission The Park and Recreation Commission recommended park dedication in the form of cash for one lot. Recommendation Staff recommends that the City Council approve the Administrative Subdivision request with the following conditions: 1. A SURVEY BE CREATED THAT IS COMPARABLE TO OPTION D AND ADDRESSES ALL THE COMMENTS OF THE CITY. 2. ALL COMMENTS OF THE CITY ENGINEER SHALL BE ADDRESSED. 3. PARK DEDICATION FEES FOR ONE LOT SHALL BE PAID PRIOR TO RELEASING THE SUBDIVISION FOR RECORDING. 4. SURFACE WATER MANAGEMENT FEES FOR ONE LOT SHALL BE PAID PRIOR TO RELEASING THE SUBDIVISION FOR RECORDING. 5. THE APPLICANTS SHALL PROVIDE THE REQUIRED DRAINAGE AND UTILITY EASEMENTS. Both of these exhibits are missing significant information to adequately evaluate this request. The additional information required would include the following: There is a wetland that appears to encroach into Parcel B from the east, which is not shown on the exhibit. The exact wetland boundaries should be located. 2. There is no potential house location shown on Parcel B. 3. Parcel B should have a primary and secondary septic location shown. Parcel A, which contains and existing house and outbuildings, should also have a secondary location for a septic shown on the site. The secondary location needs to be an area that has not been compacted during the original construction of the home and other buildings on the site. Rebecca Haug, Environmental Assistant, should be asked to render an opinion regarding whether or not the ditch on the west side of Ironton Street would be considered a continuation of the wetland mentioned earlier. If it is considered a continuation of the wetland, Rebecca should be asked about constructing driveway across this wetland with regard to whether or not it would be allowed, and under what conditions it would be allowed. The exhibit should also clearly show a driveway location once Rebecca has answered these questions. o A ten-foot (five-foot on each side) drainage and utility easement should be shown along the new lot line proposed to divide this site into Parcel A and Parcel B. As you and I have discussed, we believe it would be better to have a lot line between Parcel A and Parcel B without as many corners. It would also seem to be advantages to have the lot corner at the public right-of-way in such a position that the existing house would not look over the neighbor's property. This may require that Parcel B be slightly smaller than the required 2.50 acres. If a revised exhibit were provided showing all this information and indicating that Parcel B would be a buildable parcel, we would be prepared to recommend approval of the administrative subdivision. The City Council could either approve the subdivision with these items listed above as contingencies or table this item until the requested information is provided.
