Approve by motion the site plan for an essential service submitted by Northern Natural Gas.
Background/Discussion
Northern Natural Gas is proposing to improve their existing facility with a natural gas odorizer and
entrance changes. The odorizer will add an odorant to the natural gas. Natural gas is odorless and the
addition of the odorant allows leaks to be detected by people with a normal sense of smell.
City ordinance requires that plans for proposed essential service activity be reviewed by the City Council.
The review ensures the project is compatible with existing and planned development,including roads,
parks, schools, and buildings.
Existing Conditions
The site is located along 2051h Avenue (CSAH 33) between Auburn Street and Vance Street. The facility
is on a 100 foot by 100 foot plot and includes an 88 foot by 88 foot chain-link fenced area with a single,
gated access. There is currently one building on the site and the fence line is surrounded by evergreen
trees. Access is from a gravel entrance off of 2051h Avenue. The site is finished with four inches of
crushed rock.
Zoning
The project is located in the Rla zoning district. Essential services may be located in any district subject
to compliance with all applicable laws,regulations, and ordinances.
Access
Access to the site will increase from one to two gated entrances off of 2051h Avenue. A pull-off area
adjacent the roadway is also proposed. Entrances will be paved with bituminous between the roadway
and the fence line. Northern Natural Gas has received permission from Sherburne County to widen the
access off of the county highway.
Building
The site plan includes the construction of a prefabricated 12 foot by 30 foot building. The building will
house an odorant tank that will be filled twice a year. The finish will be galvanized ribbed sheet metal with
a baked enamel finish.

Dear Mr. Dickson,
The access permit that you applied for, to County State Aid Highway 33 (CSAH 33), has
been approved.
The permit is approved with the following requirements:
• The access top will be a width shown on your plan (approximately 118ft) and the
side slopes will be 6h:1v or a horizontal distance of 24ft. The access will drain
away from the roadway.
• A MnDOT standard plate 3126 culvert (15" CMP) with aprons and grates are
required.
• All disturbed areas within the right of way must be restored with seeded topsoil
and mulched to obtain a 70% uniform distribution of re-established grass.
• All traffic control procedures and devices must conform to the Minnesota Manual
on Uniform Traffic Control and be set in place and maintained by your contractor.
Enclosed is the original Access Permit Application. Please carefully read the
requirements on the backside of the permit and standard profile detail sheet that
was given to you at our site visit. After the grass is re-established to the requirement
mentioned above and on the permit, date and sign the bottom portion of the application
and return the entire sheet to the Sherburne County Public Works to initiate a final
inspection. Upon final inspection and approval the $1000.00 Access Bond Fee will be
returned to you. Please check your return address for proper bond fee return!

REQUIRE,MENTS TO MEET THE CONDITIONS OF THE PERMIT
1. No work under this application is to be started until application is approved and the permit granted.
2. if mail delivery service is necessary, Sherburne County requires an approved Swing-Away Mailbox Support(MNDOT Standard plate 9350A)
will be installed by SCPWD and included as part of the permit fee.Notify the permit agent after the location of placement is determined.
3. Where work on the traveled roadway is necessary,traffic must be protected in accordance with the standards listed in the MN MUTCD manual.
4. Neither supplies nor excavated materials(dirt,sod,gravel,bituminous,etc.)shall be deposited on the County Highway Right-of-Way during the
construction of driveway or installation of drainage facilities.
5. Access till slopes shall be constructed at a 6:1 within the ROW and shall be finished with 4" of topsoil, grass seeded and mulched.
Seventy percent uniform distribution minimum re-establishment of turf and any erosion repairs are required, prior to final approval.
Horizontal slope lengths for a 3'ditch(is 3'X6')= 18ft.;4'ditch(4'X6')=24ft.;5'ditch(5'X6')=3011.(See attached detail sheet)
6. Driveways shall be so constructed as to slope down and away from the shoulder line of the County Highway for a distance of 10 feet.

7. All culverts placed in out-ROW shall meet Sherburne County requirements and culvert ends shall have 6:1 safety aprons and grates. Culverts
shall be provided and installed by the applicant/developer.(See attached detail sheet)SCPWD requires RCP culverts under public roads.
8. Access removals must match existing shoulder,down slope of the road,and ditch grade on either side of removed access.
(See attached detail sheet)
9. Once completed and accepted any changes or alterations to the access within the ROW will require a new permit.
10. After driveway construction is completed the permittee shall complete the bottom portion on the other side of this form and return a copy of the
permit to Sherburne County Public Works for final inspection and approval.
11. The Access Bond Fee shall be returned to the applicant only when all of the required conditions of the permit have been satisfied. If the
access construction is not completed per the requirements listed above,the permit will be considered a Right of Way Violation and any
costs incurred by the County to complete the unfinished construction shall be charged to the applicant.
GENERAL INFORMATION
By MN State Statutes,no boulders,landscape timbers,retaining walls,plantings,fence posts and wire,etc. are permitted
within road right of ways.
➢ Sherburne County reserves the right to control the access point to the County highway and may require that it be shared. The
access point is determined with consideration to the following factors: meet the spacing requirements in the Transportation
Plan, one access per parcel, avoid or minimize wetland impacts, safest location on the County highway relative to vertical
and horizontal curves.
The applicant is required to submit a drawing(with the completed permit application)of the property indicating the proposed
access location or meet with the Permit Agent on site. The applicant should stake the proposed desired access point.
All accesses, residential, commercial and industrial entrances shall be constructed per MnDOT standard plate no. 9000D
regarding access width and radius. Consideration for special situations may be approved by the County Engineer on a case
by case basis.
➢ To minimize site plan changes, it is desirable that preliminary driveway layouts for proposed driveways at commercial sites
be submitted by the applicant to the County Engineer prior to making the permit application. By this means, construction and
maintenance plans for the portion of the county highway under consideration may suggest alternate or improved methods or
standards of construction or reconstruction to the property owner and/or applicant.
> Bituminous or concrete paving of a driveway does not require a permit,if there are no other alterations.
> An approved application grants permission for the construction of the access in accordance to the requirements listed above,
any accompanying standard detail sheet(s)and any special provisions outlined in the supplemental letter.
