Applicant Interview
Applications have been requested for the Park and Recreation
Commission to fill the vacancy on the Commission created by Kent
Madsen's resignation. The City has received four applications for
the Park and Recreation Commission.
The names of those submitting applications are listed below.
1. Mitch Utecht
2. Stoffel Reitsma
3. Marvin Johnson, Jr.
4. Tim Sladek
Two of the four applicants have scheduled interviews with the
Council on August 24, at approximately 6:30. Those who will be
interviewed on Monday are Mitch Utecht and Tim Sladek. Because
the applicants will be interviewed at an open meeting, the Council
may want to consider a joint interview. If this is acceptable to the
Council, then both applicants can be called up front and interviewed
simultaneously. If this is not acceptable, then the Mayor can call one
candidate up front at a time and the interviews will be conducted as
done in the past.
Included with this memo are the applications of all four candidates.
Marvin Johnson, Jr. has scheduled an interview with the Council for
August 31 at 6:00 p.m. Stoffel Reitsma indicated he is not available
for an interview until after September. 14.

The following responsibilities are included in the position o.f Program Supervisor for the City of
Mounds View:
Programs: Responsibilities include, developing and planning criteria for recreation pro-
grams for senior citizens, school age youth, adults and pre-schoo[ers and organizing and
scheduling adult and youth athletic leagues Also included is hiring, supervising and evaluating
program leaders as well as maintaining a fiscally responsible budget for each program.
Facility Scheduling: Maintain a schedule of use for all City owned facilities. This includes
softball/baseball fields, Community rooms, park shelters, park buildings and meeting rooms.
Special Events: Plan and implement annual community events working with a local busi-
nesses, non-profit groups, PTAs, athletic associations and residents at large.
Communications: Responsible for publishing bi-monthly newsletters for distribution to 5,000
residents. Publication includes writing articles, editing articles submitted by staff members
and desk top publishing all materials into a camera-ready brochure. Also included is the
development of marketing pamphlets, flyers and small brochures throughout the year in addi-
tion to press releases and advertisement copy in local newspapers.
Community Liaison: Facilitate activities of local community groups such as the athletic
associations, community theater, and volunteer committees.
