Approve by motion the proposed building design for the Preferred Powder Coating,with the following
conditions:
1. All roof mounted units must be screened from view from area public streets.
2. Garage doors shall be painted to match the lower portion of the walls.
3. As a Conditional Use Permit is not a Building Permit,the applicant shall apply for all required
permits.
Background/Discussion
Preferred Powder Coating is proposing construction of a 100,000 square foot light industrial facility on a
lot located within the Natures Edge Business Center development. This lot is zoned Business Park (BP).
During the review of the Conditional Use Permit for the garage doors (required because they face a
public street), some questions were raised regarding the building elevations, and whether the proposed
was consistent with the requirements of the zone.
In Section 30-1294 (e), the Business Park zoning district outlines several required criteria, all intended to
upgrade the appearance of these buildings from the historical standard industrial building. Requirements
include a mix of surface materials, surface planes, and screening, and other interest adding features. In
particular, these improvements are required on the more visible surfaces of a project, or those that are
adjacent to residential.
The Ordinance provides an alternative,in Section 30-1294 (e) 4 (e). The Planning Commission may
approve,via site plan approval, a project where a lower percentage of materials, or design techniques
alone are proposed.
The building is to be constructed of precast exposed washed aggregate tilt up concrete panels which
includes parallel recessed sand blasted bands. The bottom of the wall will be sandblasted. Colors include
beige and a light tan,with bronze accents (window and door trim). The corner of the building that
houses the offices for Preferred Powder is architecturally different than the remainder of the building.
The office section includes higher walls,rock face block,windows and a different style of precast
concrete. There are windows on three sides of the building, the exception being the west facade.

Business Park design criteria require a minimum relief(change in plane) every 160 feet of building length
when facing a street. Modifications have been made to provide this relief on the north elevation;it is not
provided on the east. Because the building is proposed 500 feet from the nearest intersection, Staff
supports the building design here as the detailed requirements would be significantly muted at that
distance.
Allowable materials are also specified,which is met by the proposed elevations. The criteria also requires
a certain amount of punched openings; adjacent to a public street, the minimum percent is 40%. In
contrast,where visible to a public street,but not adjacent to, the minimum punched opening may be
reduced from 40%;if less than 20%, to be approved by staff. The proposal provides about 14% of the
wall surface in openings,including doors,windows, and ventilation.
It is important to note that typically,these surfaces would be 30-50 feet from the public street, not 400-
500 feet.
