AGENDA SECTION MEETING DATE PREPARED BY August 19, 2013 Brian Beeman,Director of Economic Development ITEM DESCRIPTION REVIEWED By 2014 EDA Budget and Resolution Establishing EDA Levy Jeremy Barnhart,Deputy Director Community Operations & Development REVIEWED BY Tim Simon, Finance Director ACTION REQUESTED Review and approve the 2014 EDA Budget as presented and attached Resolution establishing the EDA Tax Levy for collection in year 2014. Following the EDA's action, the City Council must approve and certify the EDA levy to Sherburne County by September 15, 2013. BACKGROUND/DISCUSSION The Economic Development Division consists of two separate budgets including: • Economic Development Authority • Housing&Redevelopment Authority On July 29, 2013 a special budget workshop was called and the EDA members reviewed in detail the performance measures/goals and budget for 2014. Revenues Since 2003, the EDA tax levy has been enough to balance the Economic Development Division Budget without the use of city General Fund revenue. The 2014 budget is designed to be in keeping with this tradition. Any non-spent funds remaining at the end of the year stay in the EDA fund for economic development purposes/projects. The attached Budget Worksheet was prepared using the 0.01813%levy as in previous years. Revenues generated from the EDA tax levy for the 2014 budget are estimated based on a 2%increase in taxable market value according to preliminary information provided by the Sherburne County Assessor,which is consistent with the increase anticipated by the Finance Director. Updated information will be available from the County Assessor in September. Other revenue sources include interest income and a$3,500 transfer in from HRA funds toward approximately 40% of shared administrative expenses (office supplies, fuels, telephone, travel/training). Any major budget changes deviating from the proposed 2014 budget will be brought to the EDA for consideration. Major Changes Personal Services: $12,000 increase in part-time pay for an intern shared with the HRA. 60%/40% split. The total cost for an EDA/HRA intern for 2014 including all required benefits and pay at$12 per/hour is $20,000. The HRA has $8,000 budgeted as part of their 40% share. Supplies: $1,000 increase for a computer for the Assistant Director of Economic Development. He is due a new computer in 2014. Other Professional Services: $20,000 is allocated for the implementation of the branding strategic plan adopted by the EDA and Council on September 12,2011. At the July 29, 2013 EDA Budget Workshop, the EDA requested a breakdown of the Brand Plan Implementation. The EDA had concerns about whether or not to continue the Brand Plan in 2014. Branding 2014 Explore Minnesota Travel Guide advertising $ 2,000.00 Explore Minnesota Biking Guide Advertising $ 2,000.00 Chamber of Commerce Shiver Elk River $ 500.00 Main Street Parking Plaza banners $ 1,000.00 ERX sponsorship $ 2,500.00 PbN mailer to residents $ 3,000.00 Update and Print Powered by Nature brochures $ 2,000.00 Brand mailer to residents $ 3,000.00 Co-pay for all city apparel to have PbN logo $ 2,000.00 Explore Minnesota web advertising $ 2,000.00 Total $20,000.00 Conferences& Schools_There is a $1,200 decrease in Conferences & Schools from 2013 amended budget. Even with the decrease, this will enable the EDA Director to finish his remaining three Economic Development Finance Professional Certification courses through the National Development Council (NDC). Advertising/Marketing: At the July 29,2013 EDA Budget Workshop the EDA requested a breakdown of marketing expenditures. The advertising/marketing breakdown is attached.Advertising increased$950 to $10,950 in 2014. It was felt that direct mailings be reduced by$4000 because of its inability to measure its effectiveness of this form of marketing. The list of promo items was decreased by$3,400. Promotional items are used at marketing expos and tradeshows to promote the city. The EDA requested that they no longer sponsor Art Soup because it was felt that it was not an EDA function. Therefore,Art Soup was removed from the sponsorship list and reallocated to sponsor the Ehlers and EDAM Conferences. The EDA saw value in continuing to sponsor the Independence Day celebration;however,it was requested that the Independence Day celebration be removed from sponsorships and place under Miscellaneous in the amount of$6,000. These changes reduced sponsorships from the 2013 budgeted amount of$15,000 to $9,000 in 2014. It was also thought that the Sponsorship line item be removed entirely and placed with Advertising/Marketing. However, after staff broke down the sponsorships listing,it was found that there were numerous sponsorships and for simplicity,it was more efficient to keep the Sponsorship line item as a valid form of or marketing. Sponsorships are considered on a case-by-case basis and approved when they show to provide value to the EDA mission. Below is the 2014 Sponsorship breakdown. EDA staff also felt that billboards are ineffective in attracting outside industry/businesses to Elk River. The EDA informally agreed, and it was decided to remove the billboard line item for 2014.This is a reduction of$7,000. Some of the monies reduced in other areas of marketing thought to be ineffective, were placed into the Trade Shows &Lead Generation line item. The thought behind this is to strategically target specific types of industries like Medical Manufacturing, data centers, and industrial manufacturing companies by attending industry specific trade shows,providing tours of the city,joining industry specific trade organizations, and taking owners out to dinner to network and effectively recruit target industries to Elk River. Dues/Subscriptions: The Chamber of Commerce is expected to increase its dues slightly in 2014. Therefore the 2014 budget shows an increase of$20 to $450.The Two Rivers Referral has also indicated a dues increase in 2014 as well as Constant Contact.The dues increases for these organizations are unknown at this time. Central Minnesota Manufacturing Association (CMMA) is an organization of regional Minnesota manufacturers who meet regularly for workshops and other events. EDA staff felt that targeting groups like this is much more effective in forming relationships and attracting new industry to Elk River than other forms of networking and advertising like billboards. Therefore, CMMA dues were added for 2014. Miscellaneous: The Independence Day Celebration was added under the Miscellaneous line item in the amount of$6,000 as per the EDA's request at the July 29, 2013 Budget Workshop. Transfers Out: Each year the EDA transfers monies to the General Fund to help pay for administration and payroll costs. The Transfers Out line item increased from$25,000 in 2013 to $32,250 in 2014. This is the result of the restructuring which was completed in 2013.The Deputy Director of Community Development and Operations now oversees the Economic Development Division. The increase is to help pay 10% of the of the Deputy Director's costs. This 10%is split 60% $7,250 from the EDA and 40% $4,350 from the HRA. In addition to its operating budget the EDA has access to the following funds for specific economic development projects (recent balance sheets attached): • EDA Micro Loan Fund with a $969,099.70 cash balance. • Federal DEED Loan has a cash balance of$509,585.80, as we have closed on the Affiance Machine forgivable loan.The other two forgivable loans are expected to close later this year. • City Development Fund with a cash balance of$881,582.51 of which$254,177 is committed to Nature's Edge Business Center and$472,983 is for Preferred Powder Coat's internal loan for site development costs,leaving an uncommitted balance of$154,423. (City-controlled fund for capital projects such as Northstar Business Park and Nature's Edge Business Center). • State DEED loan has a cash balance of$403,953.95. The Finance Committee is developing guidelines to use the funds for the creation of a fourth Microloan. Financial Impact The 2014 expenditure budget is $301,350. NOW,THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Elk River,Minnesota, that it hereby requests the City Council of the City of Elk River to levy a tax in the amount of.01813 percent of the taxable market value in the city for the year 2014 for the benefit of the Authority to be used for Economic Development Authority purposes as provided by the statute.
