Background/Discussion
The Daughters of the American Revolution has requested the City of Elk River proclaim September 17—
23, 2013, as Constitution Week.
Marilyn Schroeder and others will be present to receive the proclamation and take pictures on behalf of
Daughters of the American Revolution.

PROCLAIMING SEPTEMBER 17 — 23, 2013
AS CONSTITUTION WEEK
WHEREAS, our Founding Fathers,in order to secure the blessings of liberty for
themselves and their posterity, did ordain and establish a Constitution for the United States
of America•, and,
WHEREAS,it is important that all citizens fully understand the provisions and principles
contained in the Constitution in order to effectively support,preserve, and defend against all
enemies; and,
WHEREAS, September 17, 2013, marks the two hundred twenty-sixth anniversary of the
drafting of the Constitution of the United States of America by the Constitutional
Convention; and,
WHEREAS,it is fitting and proper to accord official recognition of this magnificent
document and its memorable anniversary; and,
WHEREAS, the independence guaranteed to American citizens,whether by birth or
naturalization, should be celebrated during Constitution Week, September 17 through
September 23, 2013, as designated by proclamation of the President of the United States of
America in accordance with Public Law 915.
NOW THEREFORE, BE IT RESOLVED that I,John J. Dietz,Mayor of the City of
Elk River, do hereby proclaim the week of September 17 through September 23, 2013, as
CONSTITUTION WEEK

The week of Sept. 17-23 is the time to celebrate the 225th anniversary of the
signing of the United States Constitution.
As a member of the Daughters of the American Revolution (DAR), I urge you to
take time to reflect on the Constitution, which is the oldest document still in use.
Our country functions as a republic under the Constitution that. outlines the self-
government of a people.
This landmark idea that men had the inalienable right as individuals to be free and
to live their lives under their own governance was the -Innoetus of the American
Revolution. Today the Constitution stands as an icon of freedom for people around
the world.
11"his week-long commemoration of the Constitution is a time to note that it stands
as a testament to the tenacity of Americans throughout history to maintain their
liberties and freedom, and to ensure those inalienable rights to every American.
The Daughters of the American Revolution petitioned Congress to have Sept. 17—
23 dedicated for the observance of Constitution Week in 1955. The law was
passed and signed by President Dwight Eisenhower.

The DAR has long promoted patriotism n through com,Innernorative celebrations,
scholarships, activities for children and programs for new immigrants.
DAR President General Merry Ann T. Wright said, "We m ust rernember and teach
that those who wrote the Constitution believed that no government can create
freedom, but that government must guard freedom rather than encroach upon the
freedom of its people.
"We encourage all citizens across the country to take time this week to guard that
which is committed to us by our forefathers — our freedom." — Marilyn Schroeder
