Pollution Prevention Plan (SWPPP) and drafting the city's Surface Water Management Plan (SWMP).
Background/Discussion
On July 1, 2013, the Council received an update on the new storm water permit. Council consensus was
to solicit RFPs to complete the work by the end of the year as required. Staff posted the RFP on the city
website and on the League of Minnesota Cities website.
Proposals for professional services to update the existing SWPPP as required by the MS4 General Permit
and draft the City's SWMP were received on August 8, 2013. The four proposals received with cost
details follow:

Associates, Inc. Their expertise on the subject,history of successfully completing similar projects,and
proposed fee,make them the best value for the project. Staff supports awarding this work to WSB &
Associates, Inc.
Financial Impact
This action will have a total financial range of$26,500 to a not to exceed amount of$29,800. The costs
for this plan were included in the 2013 Surface Water Management Fund.

We are pleased to present this proposal to complete the City's Surface Water Management Plan
(SWMP) and updated SWPPP. The work plan presented focuses on creating a clear, concise, user-
friendly surface water management plan and SWPPP program that will be integrated to be "one in
the same" as much as possible. This will ensure that the City will have no conflicts moving forward
in the future implementation of its programs, policies, and management strategies.
We believe that WSB is ideally qualified to complete the project based on the following:
• WSB staff has completed over 100 stormwater management plans for municipal clients in
the past 18 years and have completed NPDES SWPPP documents for over 50 clients. This
allows us to foresee and address issues that may be faced throughout the project, based on
outcomes experienced in other communities.
• WSB understands that planning efforts associated with the City's SWMP are only successful
when they lead to cost-beneficial improvements to the City's surface water management
programs and infrastructure. This allows the City to develop its surface water management
system and meet its surface water goals at the lowest possible cost.
• WSB is currently working in the City of Elk River on the design and construction of
infrastructure projects, and on the development of an update to the City's Comprehensive
Plan. Through this work, WSB has an understanding of the many water resources and
related issues that the City faces.
• WSB has strong relationships with City staff and outside agencies that have authority within
the City.

It is understood that the City of Elk River has directed staff to develop a Surface
Water Management Plan and update the existing City Stormwater Pollution
Prevention Plan. Based on your RFP, conversations with your staff, and our
experience completing these plans in other communities, we believe the consultant,
planning process and completed plans need to provide Elk River with the following:
A stormwater plan that is consistent with and as much as possible, incorporates
the City's updated SWPPP documents to avoid redundancy and provide a uniform
approach.
The knowledge and ability to enable the submittal of the SWPPP application
for Reauthorization to City staff no later than the November 1 st, so it can be
reviewed and submitted to MPCA by the December 2nd, 2013 deadline that was
established for Elk River.
A thorough review, identification, and documentation of the water resource
management needs, issues and concerns that are present in the community.
A need to develop the City's stormwater land concurrent with the timeline for
submittal of the SWPPP, which is an aggressive schedule.
A need to bring on a consultant with extensive experience and expertise
developing similar plans, knowledge of the most appropriate water resource
management options that can address the unique issues within your community,
and an ability to provide these services in a cost-effective manner.
The work plan outlined in our proposal does include the services you listed in Section
5 of your Scope of Services along with some additional elements that we feel are
necessary for inclusion into the process. We look forward to assisting you with the
successful completion of this project.

Work Plan
Based on our understanding of the project, we propose the following work plan.
Provided herein is a scope of services to prepare a Local Surface Water Management
Plan and a Stormwater Pollution Prevention program that meets the requirements of
the MPCA MS4 permit Program. It is the intention of this effort, that when completed,
you will have a city stormwater plan and corresponding MS4 SWPPP document that
are consistent with each other, and that outline a single unified vision, approach,
and implementation plan that will address stormwater concerns and identify future
stormwater management activities that need to be implemented in your community. The
tasks along with a proposed schedule and an estimate of cost to complete the work is
outlined below.
Task 1 - Collect Available Background Information and Interpret
Water Resource Data
This task consists of gathering relevant water resources-related information for the City.
A project kick-off meeting with City staff and communication with agencies will facilitate
collection of this information. We anticipate collecting the following data:
Previously developed SWPPP City parks, trails, and open space plan
information, plans, and annual reports FEMA's floodplain maps and Letters of
Floodplain, bluff, shore land, wetland, Map Amendments

Information will also be collected from the following agencies: Minnesota Pollution
Control Agency, appropriate county departments, Minnesota Department of Natural
Resources, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, and other
organizations that may be applicable. The information collected will be used to develop
the City's plan, as well as be used to develop a water resource library for the City's
future use and reference.

The water resource data collected as part of the previous tasks will be analyzed,
interpreted, and summarized in the plan to provide an indication of the present status
and possible trends concerning surface water resources within the City and to assist in
the development of surface water management policies.

Task 2 - Complete Public Input Process
This task includes holding a public meeting to obtain input into the Plan for policies,
problem areas, and implementation. Two additional meetings are anticipated to
review portions of the plan with City staff and or selected stakeholders.
Task 3 - Review current SWPPP and develop MPCA SWPPP
Application for Reauthorization
As part of this task, an internal audit of City systems will be conducted by our
staff to identify gaps within the City's current SWPPP program. This analysis will
include conducting interviews with City staff that are assigned MS4 responsibilities,
evaluating current Practices, Stormwater Plans, Wellhead Protection Plans, and the
status and completeness of system mapping. It will also include completing facilities
inspections. The results from the above investigations will be used to develop a
2013 record of activities, as well as to assist in the completion of an Application for
Reauthorization (SWPPP Document).

Task 4 - Development of Goals and Policies
Based on the results of the previous tasks and associated analysis, goals and policies
for the management of water resources in the City will be developed. These goals and

policies will be developed to make sure the City will be in compliance with Federal, State
•, (including MS4), and local requirements, but also, and perhaps more importantly, to
respond to City concerns and objectives related to Water Resource Management in the
Community. We will provide guidance on suggested goals and policies, and additional
= input from the City staff, Council, and other stakeholders will be solicited to formulate
policies that make not just sound engineering and planning sense and allow for the
development of goals and policies appropriate for the community. The water resource
management goals and policies will also be developed to address regulatory requirements
covering the need for communication and coordination with other regulatory agencies,
approach to undertaking internal operation and maintenance practices, regulation of new
development and redevelopment, monitoring and reporting, and other issues.
More specifically, it is also anticipated goals and policies will be developed for in the
following water resource management areas with others being added as needed:
Rate control Wildlife habitat and recreation
Flood control Public education
„ Water quality Public ditch and creek
Volume control systems management
Wetland protection and Groundwater protection
management Erosion and sediment control
These policies will provide the City with tools to address and manage its water
resources in an effective, efficient, and environmentally responsible manner.
Task 5 - Review Storm Water Management Ordinances
This task includes reviewing and identifying deficiencies in the City's storm water
management ordinances that relate to management of water quality and quantity
control, erosion control, and other storm water management issues. The issues
related to adoption of Atlas 14 will also be reviewed with the city and an approach
will be developed that will allow the City to respond to this change. Any observed
deficiencies will be identified and discussed with the City staff and attorney. If new
ordinance development is needed, it will be included as an implementation component
of the plan and completed at a later time as an additional item to this scope of work.

Task 6 - Identify Problems and Corrective actions
Water resource management problems identified within the City during the public input
and data collection process will be outlined and corrective actions for each problem will
be developed. It is anticipated that problems may be identified, but not be limited to
issues in the following areas:
Lake, stream, and wetland water quality problems
Flooding or rate control concerns in the City or between adjoining communities

Impacts of storm water management on recreational opportunities
k Impacts of storm water management on fish and wildlife resources
Erosion and sediment control problem areas
Impacts of land use practices on storm water management
Adequacy of the existing regulations to address storm water management
Adequacy of capital improvement programs to address storm water management issues
Adequacy of in place systems to generate revenue to pay for necessary
improvements
Identified problems will be included in the Plan. Concept level corrective actions for
each problem item will be developed, which in some cases may include specifying
the need for further study (particularly for complex issues), and incorporated into the
implementation plan.
Task 7 - Develop Implementation Plan
Through this plan development process, activities that need to be completed as part of
the MS4 SWPPP program or City Stormwater Plan will be developed that may range
from, but not be limited to:
Inspections
Preparation of reports
Need for annual meetings
Educating or communicating with the public
Training
Need to complete additional water resource studies
Implement programs
Completing capital improvements
For each activity, the implementation plan will generally provide a schedule, the cost to
complete, the party responsible to complete the work, and other pertinent information so the
City can budget and track progress in these areas, and staff appropriately. It is anticipated
this plan will provide a plan looking forward for approximately the next ten years.

Task 8 - Prepare Final Report to include SWMP and SWPPP
Application for Reauthorization
This task focuses on the direct preparation of the plan documents. The Plan will
be formatted as follows:
Executive Summary
_- The Plan shall have a section entitled "Executive Summary", which
generally summarizes the content of the local plan.
Introduction/Purpose
The local Plan will have a section entitled "Introduction/Purpose"
which outlines why the Plan was developed and how it can be used.
Land and Water Resource Inventory
The Plan will contain a land and water resource inventory information
that is relevant to the development of this document.
Establishment of Goals and Policies

The Plan will state specific goals and corresponding policies related to
the purpose of the Plan and will be consistent with the policies and
goals of the regional, state, and federal goals and programs that are
currently in place.
Assessment of Problems and Corrective Actions
The Plan will contain a concept level summary assessment of existing
and/or potential water resource related problems that affect the
community along with non-structural, programmatic, and/or structural
solutions to the problems.
Implementation Plan
The Plan will include an implementation spreadsheet and supportive
documentation that outlines the implementation activities/components
developed as part of Task 8.
Financial Considerations
The Plan will contain an analysis and discussion of the financial
impact of implementation of the proposed regulatory controls and
programs identified in the previous section. This analysis may also
result in revisions to the implementation plan.
Amendment Procedures
The Plan will contain a section entitled "Amendments to Plan," which
contains the year the plan shall extend to and establish the process by
which amendments may be made. It is anticipated the implementation
plan may need to be amended every year or two as new regulations, or
water resource issues are identified.

engineering, but is widely recognized to have focused on and developed
special expertise in the fields of water resource and environmental engineering,

Over the course of his career, Pete has managed water resource related projects or
regulatory programs for more than 50 cities or watershed districts within the Twin
Cities metropolitan area. He has reviewed, analyzed, designed, or managed the

MS4 Permit Assistance
Rosemount, MN
WSB assisted the City of Rosemount in analyzing and examining their stormwater management
program to meet the requirements of the state NPDES, MS4 permit. This complex process is
variable per community; however, for the City of Rosemount it began with identifying their current
program strengths and areas identified for improvement. This program design also engaged
specialists from WSB to train the City's public works staff and City employees who are responsible
for MS4 implementation. Beyond identifying and prioritizing a list of gaps and opportunities for
enhancement of the SWPPP, WSB developed training, reporting procedures, and documentation
methodology, and further supported the City should agency audits become necessary.
WSB also assisted the City in leveraging their existing and potential future partnerships with other
public entities to enhance their program offerings. In addition to other adjacent communities, WSB
worked with the City to partner with Watershed Management Organizations and Soil and Water
Conservation Districts to broaden their outreach to the public citizen and civic organization groups.
These partnerships have positioned the City of Rosemount well for other mutually beneficial
program partnerships.
The City of Rosemount has a well-designed SWPPP that is clear, specific, and measurable to City
officials. The tools and existing program components have allowed the City to continue to manage
their stormwater system while effectively preventing pollutants from migrating into the very
resources citizens expect the City to protect.
Overall, an MS4 program that works within a city must be cost-effective and realistic for
implementation; the City of Rosemount has a program this meets both of these criteria.

This schedule requested by the City is very aggressive, however, we
understand the value of having this plan completed at the same time your
SWPPP is prepared. Provided authorization to begin the work is obtained
by August 20, 2013, we will commit to preparing a plan and submitting
a draft to City staff by November 1st. In addition, we will also provide
a completed SWPPP Application for Reauthorization by this date as well,
that will have content consistent with your stormwater plan.
ESTIMATED COST
The tasks associated with the completion of the Plan are proposed to
be completed and time billed on an hourly basis by the staff listed in the
Personnel Section of this proposal. The hours will be billed in accordance
with the Fee Schedule we have included as part of this proposal. We
estimated this cost to range from $26,500 to $29,800, with the higher
fee to be considered a not to exceed cost for the scope of services listed.

• Prepared and assisted clients with the implementation of city-wide
stormwater management plans for over 40 communities in the State
of Minnesota including the Cities of Hugo, Richfield, St. Anthony,

many others. Plans required the development of complex hydrologic
and water quality models to define peak discharge rates, flood
elevations, and predict the quality of stormwater that would be
present within the lakes and streams of the city.

Water Quality Management, Planning and Lake Restoration

documents quantified existing and anticipated future pollutant
loadings and outlined a plan to mitigate the water quality impacts

flocculation treatment system capable of removing in excess of 90%
of the phosphorus and other pollutants from stormwater treated by
the system. This removal efficiency is significantly higher than the
maximum removal efficiency of 50-60 percent commonly anticipated
for conventional treatment devices.
• Implemented Golden Lake Water Quality Improvement Demonstration
Project in the City of Circle Pines. The project demonstrated the
viability and cost effectiveness of using flocculation treatment to
reduce phosphorus levels in stormwater runoff.
• Prepared hundreds of permit applications and supportive technical
information to agencies such as the Minnesota Department of
Natural Resources, the US Army Corps of Engineers, and the
Minnesota Pollution Control Agency for work in public waters,
wetlands and navigable waters.
• Prepared dozens of environmental assessments for larger scale
projects that have the potential for environmental impact. These
assessments were completed consistent with the requirements of

Municipal Senior Project Manager
SELECTED EXPERIENCE
Bailey Lake Trunk Sanitary Sewer, Woodbury, MN
Jason coordinated the study, design and construction of over two miles of
trunk sanitary sewer. The City of Woodbury decided to open up their
Phase II area of the City for new development which includes hundreds of
acres of land that had been previously used for agricultural purposes.
This required an EAW, land planning to establish potential development
patterns, a feasibility report, easement acquisition, final plans, and
construction management for a 27-inch trunk sanitary sewer main that
ultimately connected to a Met Council interceptor and provided the
sanitary sewer backbone for the entire area. Jason and other WSB staff
worked with the City to review the proposed land uses for the area and
created concepts on how this area would likely develop in the future.
Final plans were then created and constructed based on the proposed
alignment which required portions of the sanitary sewer to be
constructed at depths exceeding fifty feet in some locations.
Wayzata Boulevard Street Reconstruction, Wayzata, MN
As Project Manager, Jason oversaw the reconstruction of Wayzata
Boulevard from TH 12 to Superior Boulevard. This project involved
reducing the width of the street, adding landscaped medians, and
included bump outs at key pedestrian crossings. The result was a new
street that was pedestrian friendly, aesthetically pleasing, and reduced
the impervious surface by over an acre thereby reducing the storm water
runoff directed to Lake Minnetonka. Construction is scheduled to begin
in June of 2012.
South Park Drive - Utility and Street Improvements, Savage, MN
As City Engineer, Jason oversaw this one mile long State Aid project
which was designed and contracted by in-house staff. It involved
coordinating the construction with intersection signal improvements at
TH 13, wetland impacts and mitigation as well as providing utility service
for significant development along either side of the roadway including
Super Target and a 166 unit townhome development.
150th Street - Utility and Street Improvements, Savage, MN
As City Engineer, Jason oversaw the upgrade of an existing two lane rural
roadway to a 52-foot wide urban street with trunk sanitary sewer and
watermain improvements. This project required significant right-of-way
acquisition as well as a number of neighborhood meetings with impacted
property owners. The project also provided utility service and access to
the new high school on the south side of the street. All design, contract
administration, and right-of-way acquisition was completed in-house.

Community Planner
Kelsey is a community planner with extensive public sector experience.
She has worked as a planner and consulting staff planner for the City of
Ankeny, Iowa; the City of Mahtomedi, Minnesota; the City of Saint
Anthony Village, Minnesota; the City of Tonka Bay, Minnesota; and
Denmark Township, Minnesota. Her experience as a staff planner
allows her to ensure that planning decisions can be practically applied.
Kelsey has also served as the project manager and lead planner on land
use plans, comprehensive land use plan updates, zoning ordinance
updates, subdivision regulation updates, housing action plans, and Education:
small area studies. Each of these initiatives involved a degree of public Bachelor of Science
participation and involvement. Kelsey's strong leadership resulted in Community and Regional
successful implementation of the plans she has worked on. Planning, Iowa State
Kelsey is also a grant and funding specialist on WSB's Grant and University, 2006
Funding Committee. As a specialist, Kelsey diligently tracks and stays Registration:
informed of funding and grant opportunities. Specifically, Kelsey is an American Institute of

Comprehensive Plan Updates
Kelsey has assisted in the preparation of a major comprehensive plan
updates communities throughout Minnesota including the City of
Mahtomedi and Grey Cloud Island Township. The Plans identify where the
communities have been, where the communities are now, and where the
communities seem to be heading. Key components of these plans are
identifying land future land uses and growth patterns throughout the
community. These visions are obtained by setting goals, objectives,
policies and plans to guide the community in getting where they want to
be. Public participation was promoted throughout these planning
processes, which was facilitated in part by Kelsey, including meetings
with Steering Committees, Planning Commissions, residents and
neighborhood groups, members of the City Council/Town Board and staff.
By engaging the public early on, the communities were able to ensure
that their Plan would be valued and effectively implemented.
Environmental Assessment and Review
Kelsey has assisted in the preparation of EA's and AUARs for a number of
projects throughout Minnesota including those for the City of Minnetrista
and the City of Elk River. Kelsey works closely with WSBs environmental
and natural resource staff throughout these processes to ensure land use
decisions take into consideration the environmental and natural resource A

Community Planner
Zoning Ordinances
Kelsey has served as the project manager and lead consultant on
numerous zoning ordinance updates including those for the City of
Mahtomedi and the City of Cloquet. Previous ordinances were a
compilation of many patches that were prepared over many years. As a
result, it was important that the updated Ordinances eliminated
conflicting language, provided consistency with the recently updated
Comprehensive Plans, and to respond to pertinent changes in the
Minnesota State Law. By serving a role as a staff planner and a consulting
staff planner, Kelsey has the institutional knowledge of not only how to
prepare plans and ordinances, but ensuring these plans and ordinances
can be implemented by staff.
Housing Action Plans
Kelsey has worked as the lead project manager and planner on the
Housing Action Plan 2011-2020 for the City of Mahtomedi in association
with the City's participation in the Local Housing Incentives Account
Program (LCA LHIA) under the Metropolitan Livable Communities Act. The
Plan provides the City with a reference to guide planning efforts,
financial initiatives and strategies, and direction to the City regarding the
approach it should take; the types of housing opportunities the City
should promote; and the roles in providing those opportunities.
City and Consulting Staff Planner
Kelsey served as a planner for the City of Ankeny, Iowa, and currently
serves as the consulting staff planner for the City of Mahtomedi, Tonka
Bay, Saint Anthony Village, and Denmark Township. As such, she reviews
all building permits for zoning compliance, conducts small area studies,
prepares staff reports, ordinances, resolutions, and presents to Council's,
Town Board's, and Commissions. In addition, Kelsey assists residents,
developers, consultants, and builders with City policies, land use
decisions, ordinances, sign codes, and zoning and subdivision regulations.
Coordination with different stakeholders is an important role in Kelsey's
day-to-day experiences as a planner. She knows the importance of how
the plans and implementation tools we create really have an impact on
the residents, staff, and community as a whole.

Ed has more than 15 years of experience in the civil engineering design
field. He has extensive background in grading design, street and utility
plans, SWPPP and MPCA permits, specifications, and construction
