Review franchise fee program and discuss how to handle special cases.
Background/Discussion
The franchise fee has now advanced to the stage of being collected on resident's electric and gas bills.
Staff has handled a number of calls pertaining to why the fee is being collected and what it is being used
for. Upon explanation of the program most people develop an understanding about the need and why
the franchise fee was selected as the primary funding source for the pavement management program.
As with any large policy change, certain cases come up that require special consideration or thought on
how to best handle. The following list has been developed since the approval and implementation of the
franchise fee. Staff is seeking direction on how the Council wishes to address these cases moving
forward.
1) Simplified rebate program
2) Multiple meters
Residential
Commercial
3) Other Special Cases
Outdoor advertising
Lift stations
Irrigation systems
If direction is given at the meeting to make modifications to any of the existing ordinances and policies,
such changes will come back to the Council at the next regular scheduled meeting.
