SUBJECT: Discuss Topics for October I I, 2004 Council Meeting
I would like to spend a few moments at the end of the September 28, 2004 Planning
Commission meeting to discuss the topics to be presented to the City Council at the Joint
Council/Commission meeting of October 11, 2004.
Attached please find comments from Chair Person Ropp. No other comments were
received from any of the other Commissioners. If the Commission is comfortable with
these three items,we will forward them to the staff persons preparing the agenda for the
October 11th meeting.

Hi Michele,
Here are my top three issues.
Insufficient transportation infrastructure. We continually struggle with how to accommodate more vehicles on our
roadways while we envision our city growing. East-West routes plus the Main St/Hwy 169 intersection are key problems
for which no solution seems to exist. Anticipated plans for new roadways and the MNDOT treatment of Hwy 169
interchanges are too vague and too far into the future to guide us in making decisions today. Could use a better bus
system.
Lack of available retail/office/commercial space. We don't have enough land available to interest businesses in
locating in Elk River. This is a contributor to the problem of not enough higher paying jobs in the city. It's difficult for a high
tech company or a small/medium size corporate headquarters to see Elk River as an option for relocation.
The need for a city-wide trail system for hiking and biking. Trails are sometimes provided by developers but they may
not connect to the next development. As land is developed, we need to guide the connection of trails throughout the city.
We also have the opportunity to preserve wilderness or open space if we make it a priority. I still think the riverfront could
be a great asset. I understand why it hasn't become one but, nevertheless, it sure would be nice to have some parkland,
public space and hiking paths along the river.
I'll be on vacation next week but will return on the 27th.

Re: Conference on Growth Trends and New Resources for Growth Corridor Communities
Dear Michele,
We are pleased to invite you to attend an invitation-only event on Wednesday,October 20,2004,regarding the
growth pressures facing Minnesota's fastest growing cities within the four collar counties of Chisago, Isanti,
Sherburne and Wright.
Greater Minnesota Housing Fund(GMHF)has been working for several months to assemble the latest data on
regional growth trends and will present new and rich graphics to illustrate the profound growth pressures now
effecting regional housing demand, land prices, transportation,infrastructure spending,environmental quality,
government budgets and even governmental structures.
A panel of collar county leaders will share perspectives on the development pressures they face as their
community's transition from historically small towns to becoming part of the rapidly expanding metropolitan
edge.
We are also pleased that Mr. Rip Rapson,President of The McKnight Foundation,will deliver the keynote address
on The McKnight Foundation's current work on regional growth issues.
Finally, GMHF will announce a new funding program targeted to growth corridor communities for city-wide
planning and the implementation of model housing developments. The Growth Corridor Initiative Program will
be offered within Wright, Sherbume, Isanti and Chisago Counties for 2005 and 2006. We will also provide
information on the Initiative Foundation's popular and effective Healthy Communities Partnership program which
continues to provide training and leadership support for community visioning in the Central Region.
The Growth Corridor Initiative Conference will be held on Wednesday, October 20,2004 at the Riverwood Inn
and Conference Center in Monticello, Minnesota. The conference will run from 8:00 a.m. to 2:30 p.m. and lunch
will be provided.The enclosed brochure provides additional information and registration materials. You can
