Overview
In order to meet the ever growing needs of their congregation the applicant is beginning the
design process for a building expansion. They have a shortage of office space in their
existing facility. They are requesting an Interim Use Permit to place a portable office on the
south side of their existing building.
Analysis
The proposed location of the portable office is on the south side of the existing building and
will be on site until the summer of 2006, at which time the portable structure would be
removed. The location of the portable office would not affect either traffic circulation or
parking.
The location will not be visible from surrounding residential structures.
Criteria for Issuance of an Interim Use Permit
In determining whether to authorize an interim use, the planning commission and city
council shall consider the following criteria:
1) The period of time for which the interim use permit is to be granted will terminate
before any adverse impacts are felt upon adjacent properties.
2) There is adequate assurance that the property will be left in suitable condition after
the use is terminated.
3) The use is similar to uses defined in the zoning district in which the property is
located.
4) The date or event that will terminate the use can be identified with certainty.
5) Authorizing the use will not impose additional costs on the public if it is necessary
for the public to take the property in the future.
6) The applicant and user agree to all conditions that the city council deems appropriate
for authorization of the interim use.
7) The applicant provides assurances deemed adequate by the city council that the use
will terminate as provided in the interim use permit. The city council may require the
applicant to deposit a cash amount with the city, or provide some other form of
security, to ensure compliance with this criteria.
The city council must determine that the authorization of the interim use will not result in
adverse effects on the public health, safety, or welfare.

Recommendation
All seven of the criteria are met for the issuance of the Interim Use Permit. Staff
recommends that the Planning Commission recommend approval of the request with the
following conditions:
1. The modular/portable office shall be removed by September 1, 2006.
2. If an extension to the September 1,2006 date is required, the applicant shall
apply for an amendment to the Interim Use Permit.
3. If the location of the modular/portable office is changed the applicant shall
apply for an amendment to the Interim Use Permit.

Our "Jerusalem"is the Elk River Community.
River of Life is a growing church in Elk River,MN with a tremendous outreach program. Many of our
groups are designed to help those who are lost,hurting or experiencing one of life's setbacks. We also
strive to offer safe,fun,and healthy alternatives for students to interact with one another.
The following is a sample of some of the many programs we offer:
Support Groups are open to those in the community who are dealing with issues related to the following:
Depression
—Divorce - ..
—Grief over the loss of someone special
—Chemical Addiction
—Post Abortion
Blended Family
Red Cross Blood Drives-each year we host at least 2 blood drives supported by the Red Cross
Transitional Housing- We spearheaded a transitional housing program to provide a home for those
making the transition from homelessness to self-sufficiency.
Coffee Break and Beth Moore-These are two separate Bible studies available to women. They gather to
study God's word and for fellowship and support.
For Students:.
CrossRoads&Chasers meet on Wednesday nights. On average over 200 kids attend.
—Club 45 is a fun, Bible-based program for kids in grades 4& 5.
—Team Kid is a scripture-based program for kids from preschool to grade 5.
DC4K—Divorce Care for Kids is a group that meets to help kids whose families have been
affected by separation and divorce.
Small Groups, Christmas Gatherings,Valentines Day"Sweetheart Banquet"
In order to meet the ever growing needs of our congregation and the community,we have begun the
planning and design stages of our next building phase. We have also hired additional pastors,with 7
full time pastors at this time, and administrative staff to assist them. At this time we are have a
severe shortage of office space and we are requesting an Interim Use Permit to place a modular or
portable office. We intend to place this on the south side of our present building. We anticipate that
our next construction phase will be completed in the Spring/Summer of 2006 and we would request
to use this office space until that time.
