Review Quiet Zone options and direct staff to proceed with preferred option through diagnostic review.
Background/Discussion
Staff has developed five options for City Council consideration of Quiet Zones. These options as
developed by our consultant, Quietzone Technologies,provide more cost effective solutions than
previously discussed. The preliminary estimated costs for the options range from about $200,000 to
$1,050,000.
The options were developed with up-to-date traffic and inventory data on each crossing. The Federal
Rail Administration (FRA) quiet zone calculator calculates the Risk Index with Horns (RHWI) and
compares it to the Quiet Zone Risk Index (QZRI). To qualify for a quiet zone designation the QRZI
must be lower than the RHWI.
Staff seeks Council direction on a preferred option to present at our formal diagnostic review with BNSF
and the FRA. With this direction, staff will schedule the diagnostic review and take comments from all
agencies. Based on input from the diagnostic meeting, the final option to be considered by the Council
may incorporate these requested revisions.
