01-21-2010 HPC MIN • MINUTES OF THE ELK RIVER HERITAGE PRESERVATION COMMISSION AT THE ELK RIVER CITY HALL Thursday,January 21, 2010 Members present: Chair Lance Lindberg, Kristin Harris, Kurt Kragness, Debra Mortensen, and Mark Konietzko Members absent: Stephen Rohlf Staff Present: Environmental Administrator, Rebecca Haug Others Present: Councilmember Westgaard 1) Meeting called to Order: Elk River Heritage Preservation Commission was called to order at 6:04 p.m. by Chair Lance Lindberg. 2) Consider January 21, 2010 HPC Agenda Commissioner Kragness added the Story Core Program under Other. 1111 MOTION TO APPROVE THE MINUTES BY COMMISSIONER KRAGNESS. SECOND BY COMMISSIONER KONEITZKO. ALL IN FAVOR. MOTION CARRIED. 3) Consider December 17, 2009 HPC Minutes MOTION TO APPROVE THE MINUTES WITHOUT CHANGES BY COMMISSIONER KRAGNESS. SECOND BY COMMISSIONER MORTENSEN. ALL IN FAVOR. MOTION CARRIED. 4) Historic Neighborhood Update Commissioner Mortensen, Commissioner Kragness, Environmental Technician Blake- Bradley, Environmental Administrator Haug, and resident Fran Toth toured St. Cloud on the 6th of January. Commissioner Kragness commented on how useful the Frequently Asked Questions information was and suggested it be included in the next packet. It was discussed that the St. Cloud HPC only reviews exterior alterations and the process for approval is only one additional step for the homeowner. The permits for exterior alterations have a 98% approval rate. It was suggested to the Elk River HPC that the survey of the neighborhood be completed now rather than later so the residents know what they have. St. Cloud HPC sends a letter to the residents letting them know a surveyor will be out to look at the exterior of their home and also notifies the Police Department. MOTION BY COMMISSIONER KRAGNESS TO PURSUE A GRANT TO DO 1111 HISTORIC SURVEY OF THE HORSESHOE ADDITION. SECONDED BY COMMISSIONER HARRIS. ALL IN FAVOR. MOTION CARRIED. 5) Planning Commission items Environmental Administrator Haug stated there were no Planning Commission items. 6)Water Tower National Historic Register Nomination RFP Update Environmental Administrator Haug stated that the grant application was submitted and is waiting for a response back. 7) Other Commissioner Kragness informed the HPC that the Story Core Program will be taking place at the Elk River Library in March, date has not been set. The program brings people in to be interviewed. The interviews take about one hour and they are digitized. Commissioner Mortenson informed the HPC that book will be made available on April 26, 2010. 8) Cancel February 18 meeting to attend Volunteer Recognition Event MOTION WAS MADE BY COMMISSIONER HARRIS TO CANCEL FEBRUARY 18 MEETING TO ATTEND THE VOLUNTEER RECOGNITION EVENT. SECONDED BY COMMISSIONER KONIETZKO. ALL IN FAVOR. MOTION CARRIED. III 9) Schedule Next HPC Meeting and Identify Agenda Items The next meeting will be held on March 18, 2010 at 6:00 p.m. in the Uppertown Conference Room.
