1) Meeting called to Order:
Elk River Heritage Preservation Commission was called to order at 6:00 p.m.by Chair Lindberg.
2) Consider February 16,2012 HPC Agenda:
MOTION TO APPROVE THE AGENDA BY COMMISSIONER KONIETZKO AND
SECOND BY COMMISSIONER FOX.ALL IN FAVOR MOTION CARRIED.
3) Consider December 15,2011 HPC Minutes:
MOTION TO APPROVE THE DECEMBER 15,2011 MINUTES BY COMMISSIONER
• KONIETZKO AND SECOND BY COMMISSIONER MORTENSEN. ALL IN FAVOR
MOTION CARRIED.
4) General Business
4.1 Water Tower Letter of Recommendation
Staff handed out a Letter of Recommendation indicating that the HPC was in favor of the Elk River
Water Tower being listed on the National Register of Historic Places.

4.2 Planning Commission Items
Staff updated the HPC on the proposed Elk River Lutheran Church to be located at 729 Main St.
Staff recommended the standard condition be placed on the request.

RIVER LUTHERAN CHURCH BY COMMISSIONER KONIETZKO AND SECOND BY
COMMISSIONER FOX. ALL IN FAVOR MOTION CARRIED.
4.3 Downtown Task Force Update
Chair Lindberg gave an update on the January 23,2012 Downtown Redevelopment Task Force
Meeting. He stated that there were small group discussions in which the groups defined the
problem. This discussion will continue at the February 27,2012 meeting.
• 4.4 Oral Histories

The HPC discussed the oral history list included in their packets. New names were added and other •
names of people who are deceased were noted.Staff will make changes and bring back to March
meeting. Michael Brubaker asked if he could interview Betty Belanger. The Commission agreed.
4.5 Bailey Point
Staff updated the HPC on the status of Bailey Point. Discussion followed on what to put on
interpretive signs along the trail. The commission came up with the following list:
• Fairgrounds • Oxcart Trail
• Battlegrounds • Zebulon Pike
• Golf Course • Pierre Bottineau
• Football Field • Logging
The commission also discussed the possibility of having students research the various topics and
write up what should be put on the signs. Staff stated that there is a SCSUprofessor who has a
history research class and that maybe this would be a project for them. It was suggested that Staff
check with the professor and report back to the HPC
4.6 2012 Goals
Commissioner Mortenson stated that she would not be doing another book until possibly 2013 as
the books are not selling very fast. Commissioner Fox suggested doing Tuck Pointing where the old
mortar would be ground out and new put in on the Elk River Meat Market's exposed eastern wall. It
was also discussed that a"History Day' would help create awareness and raise money to save the
water tower. It was determined that August 28 is the anniversary of the water tower so possibly have
a celebration on Saturday,August 25,2012. The idea of creating a Historic Neighborhood District in
the neighborhood north of the water tower could be a focus for 2012.

10)Adjournment
The next meeting is scheduled to be held on March 15,2012 at 6:00 p.m.in the Uppertown
Conference Room at City Hall.Items for the agenda include elections,Water Tower,Planning
Commission,the Downtown Task Force,and Bailey Point.
The meeting was adjourned by Chair Lindberg at 7:34 p.m.
