1) Meeting called to Order
Elk River Heritage Preservation Commission was called to order at 6:05 p.m.by Chair Lindberg.
2) Consider August 16,2012 HPC Agenda
MOTION TO APPROVE THE AGENDA WITH THE ADDITION OF THE SCSU PROJECT
UPDATE BY COMMISSIONER MORfl NSEN AND SECOND BY COMMISSIONER FOX.
ALL IN FAVOR MOTION CARRIED.
3) Consider June 21,2012 HPC Minutes:
MOTION TO APPROVE THE APRIL 19,2012.MINUTES BY COMMISSIONER
MORTENSEN AND SECOND BY COMMISSIONER FOX. ALL IN FAVOR MOTION

4) GENERAL BUSINESS
4.1) Elk River Water Tower Update
Staff met with a water tower contractor and contacted a contractor to get estimates on the cost to
restore the Elk River Water Tower. The contractor staff met with asked about tearing the water
tower down,moving it and then repainting it. Staff informed him that the NRHP designation would
not allow for this. His estimate was $400,000.
Staff also informed the HPC that the Rotary has money to put towards the restoration. Staff asked
the HPC to research fundraising options.
4.2) Planning Commission Items
There were no items for discussion.
4.3) Downtown Task Force Update
Chair Lindberg updated the commission.Staff also updated the commission that Jeremy Barnhart,
Planning Manager will be presenting the plan at the September 20,2012 HPC meeting as well as
holding an open house. All boards and commissions will be presented with the Plan. If the
commission wishes to comment,the timeline will be the month of September.
4.4) Bailey Point& Houlton Property
There was no additional information presented on these properties.

Staff informed the HPC that they are working with the Building Department to develop a trigger •
mechanism to allow for the HPC to have an opportunity to comment on any modifications to
structures on the historic properties in the City.
4.6)2013 Preservation Conference Discussion
As part of the City's CLG status,one staff member and one HPC Commissioner are required to
attend the State Historic Preservation Conference each year. In 2012,it will be held in Fergus Falls.
Staff asked who would be able to attend. Commissioner Fox indicated that he would like to attend
but needed to check his schedule. Commissioner Mortensen indicated she would be willing to go
again this year if Commissioner Fox was unable to.
Staff is working on the scholarship application for the conference so the city's expense will remain
low.
5) Other
SCSU Project Update
Staff informed the HPC that they would be meeting with SCSU on Fridayto discuss the water tower
article project and the historic interpretive signs for the trails. Staff went over the list of historic
events and occurrences around the water tower and the Bailey Point property. The HPC provided
additional events and occurrences.
6)Adjournment
The next meeting is scheduled to be held on September 20,2012 at 6:00 p.m.in the Uppertown
Conference Room at City Hall.Items for the agenda include Water Tower update and fundraising
ideas,Planning Commission items,Presentation byJeremy Barnhart,City Planning Manager on the
Downtown Task Force,Bailey Point and Houlton property Update,Oral Histories and the SCSU •
Project Update.
The meeting was adjourned by Chair Lindberg at 6:43 p.m.
