1) Meeting called to Order
Elk River Heritage Preservation Commission was called to order at 6:05 p.m.by Vice Chair
Mortensen.
2) Consider November 15,2012 HPC Agenda
MOTION TO APPROVE THE AGENDA WITH THE ADDITION OF THE 501c3
INFORMATION BY COMMISSIONER FOX AND SECOND BY COMMISSIONER
MORTENSEN.ALL IN FAVOR MOTION CARRIED.
3) Consider September 20,2012 HPC Minutes:
MOTION TO APPROVE THE SEPTEMBER 20,2012 MINUTES BY COMMISSIONER
MORTENSEN AND SECOND BY COMMISSIONER FOX. ALL IN FAVOR MOTION
CARRIED.
4) GENERAL BUSINESS
4.1) Elk River Water Tower Update
Staff requested approval to purchase a National Register of Historic Places Recognition Plaque for
the Elk River Water Tower. Staff and Commissioner Fox will determine a date to present to the
Rotary about the Water Tower.
MOTION TO APPROVE THE STANDARD BRONZE NATIONAL REGISTER PLAQUE,
11X8,FROM ERIE LANDMARK COMPANY BY COMMISSIONER FOX AND SECOND BY
COMMISSIONER MORTENSENT. ALL IN FAVOR COMMISSIONER VANPAI'1'EN
ABSTAINED.MOTION CARRIED.
4.2) Planning Commission Items
There were no items for discussion.
4.3) Bailey Point& Houlton Property
Staff informed the HPC that the Bailey Point property would be owned by the City by the end of the
month. SCSU students will be giving presentations on the trail markers for Bailey Point on
November 19,2012. A private group has formed to research finding funds to purchase the Houlton
Property.

Staff will be attending student presentations on the Bailey Point interpretive signs. Students have •
been developing stories on the water tower and the stories have been proofed by Mr.Brubaker and
sent to Joni Astrup at the Elk River Star News. She will be starting the water tower series shortly.
Another group of students is researching the downtown and methods of connecting the Rivers Edge
Park and Bailey Point.
A quorum notice will be posted by staff for December 3,2012 so HPC Commissioners may attend
the final presentations of the Bailey Point Interpretive signs at SCSU.
4.5) Promotional Material Discussion
Commissioner Mortensen discussed the various promotional materials she has picked up from other
communities. The materials focus on educating people about the historic aspects of the community.
Staff will contact the Elk River Area Chamber of Commerce to discuss a opportunities to work
collaboratively on producing some similar materials.
5) Other
501c3
Commissioner Mortensen has been checking into the creation of a 501c3 for fundraising for the
Water Tower. She indicated that there is a cost to file and she is still completing her research.
6)Adjournment
The next meeting is scheduled to be held on December 20,2012 at 6:00 p.m.in the Uppertown
Conference Room at City Hall.Items for the agenda include Planning Commission items,Bailey
Point and Houlton property movie by Commissioner VanPatten,SCSU Project Updates and
Summer Festival Ideas.
