1) Meeting called to Order
Elk River Heritage Preservation Commission was called to order at 6:05 p.m.by Vice Chair
Mortensen.
2) Consider December 20,2012 HPC Agenda
MOTION TO APPROVE THE AGENDA WITH THE ADDITION OF THE HISTORIC
TRAIL AND HISTORY FESTIVAL BY COMMISSIONER FOX AND SECOND BY
COMMISSIONER ROHLF.ALL IN FAVOR MOTION CARRIED.

AND SECOND BY COMMISSIONER VANPA IEN. ALL IN FAVOR MOTION CARRIED.

MOTION TO APPROVE THE DECEMBER 10,2012 MINUTES BY COMMISSIONER FOX
AND SECOND BY COMMISSIONER ROHLF. ALL IN FAVOR MOTION CARRIED.

4) GENERAL BUSINESS
4.1) Planning Commission Items
There were no items for discussion.
4.2) Bailey Point Update
Staff informed the HPC that a preliminary grant application has been submitted to the State Historic
Preservation Office (SHPO)to conduct a public archaeological dig at Bailey Point in the 2013
summer,June or July. Staff will bring back the final grant application to the HPC for approval at the
January meeting. The HPC would like to have the dig in conjunction with Art Soup which is
scheduled for June 15,2013.
4.3)Joint Meeting Update
Staff discussed the December 3,2012 Joint Meeting with the Park and Recreation Commission to
hear the final presentations by the SCSU students of the Bailey Point Interpretive signs.
5) Other
• Historic Trail
Heritage Preservation Commission Meeting
Elk River City Hall
December 20,2012
Staff discussed creating historic trail signs through Elk River using information gathered by the SCSU •
students as well as history from the book by Commissioner Mortensen.
History Festival
The Commission discussed a"History Festival" in conjunction with the Archaeological Dig.
Commissioner Mortensen will check to see if a Rendezvous would be possible in Elk River during
the dig. Commissioner Rohlf will check with the Civil War guys to see if they would be available.
Commissioner Fox will check with the Grange and Oliver Kelley farm staff to see about the
possibility of participating in something. Commissioner VanPatten will work with Art Soup to help
promote the activities.
6)Adjournment
The next meeting is scheduled to be held on January 17,2013 at 6:00 p.m.in the Uppertown
Conference Room at City Hall.Items for the agenda include Summer Festival Update and approval
for Archaeological Dig grant.
The meeting was adjourned by Vice Chair Mortensen at 6:58 p.m.
