04-26-2013 HPC MIN • MINUTES OF THE SPECIAL ELK RIVER HERITAGE PRESERVATION COMMISSION Tuesday,April 26,2013 HPC Members present: Vice Chair Debra Mortensen,Joshua Fox,and Marilyn VanPatten HPC Members absent: Lance Lindberg and Stephen Rohlf Staff Present: Environmental Administrator,Rebecca Haug Others Present: Stewart Wilson,Council Liaison 1) Meeting called to Order Elk River Heritage Preservation Commission was called to order at 6:03 p.m.by Vice Chair Mortensen. 2) Consider Agenda MOTION TO APPROVE THE AGENDA BY COMMISSIONER FOX AND SECONDED BY COMMISSIONER VANPA1'1`EN. ALL IN FAVOR MOTION CARRIED. 3) Minutes MOTION TO APPROVE THE MARCH 21,2013 MINUTES BY COMMISSIONER FOX AND SECONDED BY COMMISSIONER VANPAl'1'EN. ALL IN FAVOR MOTION CARRIED. • 4) General Business 4.1) History Day Discussion The Commissioners went through the To-Do List for the event. Commissioner Fox stated the Grange is interested in having a booth and an Old Town Ball team has been set but need to find one more team. Commissioner VanPatten will check with the Baseball Hall of Fame in St.Cloud and talk to Kenny Ott about setting about another team. Commissioner Fox is going to suggest the Oliver Kelley Farm offer half price coupons for the day that would be picked up at the HPC or Grange booth. Commissioner Fox also stated that Diamond City Bread is open to donating bread. Commssioner Mortensen also indicated that Burger King is willing to donate free meals and she would contact Schwan's to see if they would be willing to offer free ice cream. Commissioner Mortensen asked for permission to apply for a 501c3 to make the water tower fundraising more official. The item will be added to the next agenda. The Best Historic Costume planning will be moved to Commissioner Rohlf. Commissioner VanPatten has been assigned to be in charge of entertainment for Art Soup. She will check with Denny Chuba on where the HPC's booth will be and ask for Rotary support.Staff Haug informed the commission that the Handke Stadium has been reserved and Community Education is helping to promote the event. She will send a waiver to Commissioner Fox for the ball players and start advertising. She indicated that someone from the cable department will be available for taping the day's activities. Commissioner Fox stated that once a flier is created he'd be willing to distribute it various locations. 4.2)Archaeological Survey Update Ms.Haug informed the HPC that the MHS Review Board approved the grant request for the 2013 Archaeological Survey for the amount of$11,223. The request was for$12,998 but there were many • requests for funding this year so there were deductions from the requests. Ms.Haug explained how and when the event would take place and why volunteers need to sign up. Commissioner Mortensen Heritage Preservation Commission Meeting Elk River City Hall April 26,2013 suggested contacting Charlotte Strei,RSVP Coordinator to find volunteers to help with the survey and History Day. 4.3)Training Opportunity Update Ms.Haug informed the HPC that the state received numerous requests for trainings and are working on trying to accommodate the requests. 4.4) Community Education Program Update Ms.Haug discussed the Community Education programs.
