Staff is seeking authorization to proceed with this project. As we have been adding water towers, wells, and water treatment plants to our system, we are using the Allen Bradley (AB), control package instead of the obsolete Aquatrol System. We have also been changing communication radio frequencies from 456.28750 UHF to the 900 MHZ frequency system. Currently, about half of our facilities utilize the Aquatrol Control System while the newer facilities utilize the AB system. It is time to completely retire the Aquatrol Control System and upgrade to the AB system. In the process of upgrading the system control package, it is easy to incorporate the SCADA package. The SCADA system provides real time information on system operation, (pressure, flow, etc.) along with equipment status (on, off, equipment failure, security, etc.). The attached sheets reflects inputs and outputs of the proposed system. Our water system is getting big enough and complicated enough to justify real time data, for ease of operation and trouble shooting in case of equipment failure. This information will also aid in future facility expansion planning. Through the bid process on our previous project, Automatic Systems Company has always been low bidder and installed the AB Control System. We do not wish to place the remaining portion of the control packages out for bid in fear of getting a different system integrate, with slightly different material and operation philosophy. Automatic Systems Company does provide a good product. Automatic Systems Company will furnish the necessary materials for under$50,000 to satisfy the Minnesota bid laws. Their portion of the programming will be done as a professional service. We will contract with a local electrician to do the necessary hard wiring, antenna masts, etc. I have consulted with our auditors about these contract arrangements and they are comfortable with it. Staff recommends authorization be given to proceed with the Control/SCADA system with a cost not to exceed $200,000.
