3.1 EDA MIN 08-19-2013 DRAFT ).4*_, ElkMeeting of the Elk River River Economic Development Authority Held at the Elk River City Hall Monday, August 19, 2013 Members Present: President Tveite, Commissioners Burandt, Dwyer,Westgaard,Provo, Wilson, and Motin Members Absent: None Staff Present: Community Operations and Development Deputy Director Jeremy Barnhart,Economic Development Director Brian Beeman,Assistant Director of Economic Development Clay Wilfahrt, Finance Director Tim Simon, and Executive Secretary/Deputy City Clerk Jessica Miller I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:30 p.m. by President Tveite. 2. Consider 08/19/2013 Agenda Moved by Commissioner Wilson and seconded by Commissioner Motin to approve the August 19, 2013, agenda. Motion carried 7-0. 3. Consider Consent Agenda Moved by Commissioner Dwyer and seconded by Commissioner Westgaard to approve the following consent agenda: 3.1 July 15, 2013, minutes. 3.2 July 29, 2013,budget workshop minutes. 3.3 Check register as outlined in the staff report. 3.4 Balance sheet as outlined in the staff report. 3.5 Revenue/expenditure report as outlined in the staff report. Motion carried 7-0. 4. Open Forum No one appeared for Open Forum. 5. Approve 2014 EDA Budget and Resolution Establishing the EDA Tax Levy for Collection in Year 2014 Mr. Beeman presented the staff report. Economic Development Authority Minutes Page 2 August 19,2013 Commissioner Wilson confirmed a contribution to the Initiative Foundation is included in the budget. Mr. Beeman indicated it is under miscellaneous. Commissioner Provo expressed concern with the amount budgeted for branding. Commissioner Burandt stated she is hesitant to remove the contribution to ArtSoup because it is such a minimal amount and arts festivals have been proven to provide benefits to communities. Commissioner Wilson explained that the contribution was removed because the Commission questioned the benefit of providing that level of funding for a one day event. Commissioner Provo added that as part of a previous funding request,ArtSoup agreed to assist with marketing Powered by Nature but the partnership criteria identified was not met. Moved by Commissioner Dwyer and seconded by Commissioner Westgaard to approve the 2014 Economic Development Authority budget as presented. Motion carried 7-0. Moved by Commissioner Motin and seconded by Commissioner Wilson to adopt Resolution 13-06 Establishing the Tax Levy for the Elk River Economic Development Authority in and for the City of Elk River. Motion carried 7-0. 6. 2014 Referendum Tax Levy—YMCA Bonds Mr. Simon presented the staff report. Moved by Commissioner Dwyer and seconded by Commissioner Westgaard to adopt Resolution 13-07 Establishing the 2013 Referendum Tax Levy as Approved by Voters for a Recreational Facility to be Leased to the YMCA. Motion carried 7-0. 7. Budget Amendment Transferring Funds from Marketing to Personnel for Fall 2013 EDA Marketing Intern Mr. Beeman presented the staff report. Moved by Commissioner Provo and seconded by Commissioner Motin to approve a budget amendment to transfer$8,000 from Marketing to Personal Services to pay for a fall 2013 EDA marketing intern. Motion carried 7-0. 8. President Tveite indicated that the bylaws state the annual meeting is on the second Monday in January. He questioned if that should be changed to reflect the change in meetings to the third Monday. Mr. Beeman indicated he will make that change and prepare the bylaws for signature. 9.
