Background /Discussion
Youth Football Association member Todd Raymakers, and Youth Lacrosse Association member Jeff
Hendricks, both of Elk River presented at the June and August Commission meetings their organizations
desire to donate financiallyto build a 100 yard football field. They both stressed the need in Elk River
for an additional field. The Associations are offering to pay the City $33,000 as an initial contribution
towards the city costs to construct a second football field at YAC. Then they agree to make additional
contributions in the amount of $40,000 to be paid in four annual payments. The total donation amount
offered to the City is $73,000.
At the August 14 Parks and Recreation Commission meeting, staff were directed to research the
feasibility of re- purposing one of the soccer fields at Oak Knoll to be used for football and lacrosse. The
estimated costs to add an additional football field at YAC initially seem cost prohibitive.
It was determined that the Oak Knoll field to the West would be the better candidate due to its
dimensions. Following are a list of estimated costs that would be associated with the project:

Staff discussed the proposal with the Three Rivers Soccer Association (TRSA) who have used the Oak
Knoll facility in the past. Overall TRSA is in support of the project. Following is an overview of how
the fields at Oak Knoll and YAC could be allocated:
• East Oak Knoll field still be available to soccer in the spring /summer as it has in the past
• West Oak Knoll field be used by lacrosse in the spring/ summer and football in the fall
• YAC field be used by soccer in the spring/ summer and football in the fall

There are some concerns to be noted if this project were to move forward:
■ The city parking lot at Oak Knoll is in need of improvements in a few years
■ There would still be a shortage of athletic fields in the system
■ Football has stated that it will be better to have two football fields at the same location
(YAC) but they are willing to consider the lower cost option of Oak Knoll.
■ The overall athletic fields /park needs of the community should be assessed through a
parks and recreation comprehensive planning process which is planned for 2014.
We have received a cost breakdown to construct a new football field at YAC. The budget numbers for a
new field are attached. The estimates are for an athletic field and do not include costs related to a new
parking lot and related storm water requirements that were discussed last month.
The largest line item cost in the estimated budget to construct a field at YAC is the earth work of
$145,000. This one line item is the same as the estimated total for an Oak Knoll field. The numbers are
estimated and it is expected that many of the budgetary numbers shown for the YAC field could possibly
be reduced with donations and volunteer assistance.
Financial Impact
It is recommended that the Commission review the Parks Improvement Fund priorities before a final
recommendation is made to City Council.

Below is a budgetary proposal to construct a new football field at the city athletic facility, as discussed.
This proposal includes:
• Salvage existing chain link fencing for re -use
• Strip existing gravel in parking lot and re- placing adjacent to fields for new parking
• Importing fill to bring field area to grade
• Installation of new well and irrigation for new field
• Seed field
• Installing salvaged fencing, additional new fencing, and chain link backstops behind goal posts
• New goal posts and scoreboard for new field
• Field lighting (Musco)
