Background /Discussion During discussion of Bailey Point Nature Preserve priorities at last month's meeting, it was recommended that the park hours for Bailey Point be a discussion item for September. The Bailey Point Park Steward, Eric Toth, also requested a commission discussion as some of the park's neighbors have requested that Bailey Point be closed at sundown. The current city ordinance on park closing hours is as follows: Sec. 54 -31. Closing hours.""' (a) No person shall enter or remain upon the grounds of any public park within the city after 10:00 p.m. or before 6:00 a.m. Any person involved in a city sponsored /sanctioned program or activity may be allowed to enter or remain upon the grounds of any public park within the city at any time. (b) Individuals shall be allowed to enter or remain upon the grounds of Hillside City Park and Woodland Trails Park within the city until 12:00 a.m. under the following circumstances: (1) A permit to enter or remain in these two parks is approved by the recreation manager or designee and the users intended purpose complies with all special use requirements. (2) All persons in the park after 10:00 p.m. must display their permit as required through the permitting process. (Code 1982, § 408.00; Ord. No. 10 -22, § 1, 11 -1 -2010) Park hours for Bailey Point was a discussion item during the Commission work sessions on Bailey Point this past winter.
