ERMUSR 10-11-2004 Elk River Municipal Utilities Position Description Job Title: Laborer(locator/meter) Job Summary: This position works under the direction of the Superintendent Electric Distribution locating underground utilities per gopher state guidelines, and installs or changes out electric and water meters. FLSA: Non -Exempt Job Duties: 1. Locate underground utilities per Gopher State guidelines 2. Changes out residential and commercial water meters along with installing and verifying radio reception. 3. Installing and changing out residential electric meters and verifying radio reception. 4. Other duties as assigned. Job Qualifications: 1. High School Graduate 2. One year vocational training in mechanics, water, wastewater, electronics/electrical, or utility locating or equivalent experience as determined by ERMU 3. State of Minnesota Class D driver's license and ability to obtain Class B license within 3 months. Overall Impression 0 -5 points Total Points Total Points Municipal Utilities Position Description Job Title: Utility Worker—Locator/CAD/Water Job Summary: This position works under the direction of Superintendent Electric Distribution locates underground utilities per gopher state guidelines, does CAD drafting and drawing filing/maintenance, along with assisting in the operation and maintenance of the water production and distribution system. ELSA: Non-Exempt Job Duties: 1. Locates underground utilities per gopher state guidelines. 2. Assists in monitoring of the water production facilities on a as needed basis 3. Assists in the operations and maintenance of water filter plants, water towers, and distribution system on a as needed basis. 4. CAD operator which entails making drawings, revising and updating existing drawings, maintaining record drawings, and operating GIS equipment. 5. Other duties as assigned Job Qualifications: 1. High school graduate 2. State of Minnesota Class B Drivers License 3. Two year vocational training in water, waste water, or underground utility locating or equivalent experience as determined by ERMU with class D water license. Ability to obtain class C license in 18 Mo. 4. Computer literate(Windows, DOS,AutoCAD) 5. Employee must live within a ten mile radius of the power plant per section 9 of the employee handbook. Brad was hired April 5, 2004 to change out electric and water meters along with other duties. With the resignation of Brad, this gives us the opportunity to reorganize some job duties and implement our plans as they relate to personnel additions for the 2005 budget. Attached are the following two job descriptions for your review. a) Laborer(locator/meter). This is Brad's abbreviated job description with the locators' duties added. b) Utility Worker (locator/CAD/water). This is a current job description of Richard Wagner with the CAD duties added. Richard is currently in school to obtain CAD training. Richard Schoust, the newly hired security system sales and installer is scheduled to start October 25, 2004. Adam Freiberg, the previous security system person will have the time to pick up the remaining duties previously assigned to the laborer. Staff recommends authorization be given to fill the redefined laborer position.
