Subject: 2003 Employee Compensation Increase
At the April 2003 Commission meeting, our operational employees will be making their request for
an annual salary and benefit adjustment. I have surveyed the usual seven organizations for their
2003 salary and benefit increases. I have also expanded the survey for selected administration
positions. Enclosed is the following information for your review:
I. 2003 Lineperson salary survey. (This has been given to all ERMU employees)
2. 2003 salary survey for most ERMU positions. (This has been reviewed with only the
ERMU supervisors)
3_ Additional salary survey for clerical positions.
4. Salary and benefit request from our operational employees.
Please keep in mind when reviewing salary surveys, particularly the general survey,that job duties
vary between companies even when positions have similar titles. When comparing salaries between
companies, do not compare to the nearest penny, but look at ranges.
In the process of completing the above salary surveys and talking with other employers,the
following conclusions can be drawn:
The insurance portion of this survey has not changed substantially from last year. The employee/
employer contribution level of 25%/75%has remained about the same.
1. The average salary increase for the lineperson position is 3.77%.

2. Salaries for most positions in the ERMU appear to be in line with the other seven utilities.
The clerical positions also appear to be competitive to other local employers. Although we
read about the economy slowdown and more lay-offs,good technical people are still very
difficult to find, as evident by our recent experience in filling vacant positions.
3. The quality and quantity of work your employees produce is far above the average. This is
evident by the customer surveys,the difficulties we do not experience during stormy
weather conditions, and our positive response to the fast growth of our community.
There are two other points that that should be considered. Although the operational people are
asking for a salary adjustment,we are still one organization,and care should be taken not to
segment our employees unnecessarily. The second is compensation adjustments are generally made
up of the following components: cost of living, merit, and market adjustments. In past years,these
three components often were lumped together. This year,this may or may not be the case,
depending on this commission's direction.
