Dear Bryan,
This evaluation is a combination of employee/management actions and reactions
throughout the past year and my observations of them. Also, it is a review of OSHA and
DOT Safety compliance of your program. The SP-9 evaluation format that I am using is
detailed in your AWAIR Program. The specific comments are to be used as a tool and a
guide for our approach to strengthen the Safety Program in the following year.
The (SP-9)review of your Safety Program consisted of 9 elements. The following is an
overview of the Safety categories and your Safety Program evaluation in each category.
I will gladly review in detail any or all of the evaluation.
Elk River Utility
1. Employer Commitment:
• Very good--consistent cooperation.
• Employer attendance at Safety Training is very good.
• Friday Safety meetings are tremendous as a way of communicating Safety
concerns and clearing up questions.
2. Employee Involvement:
• Safety is major concern, active participants
3. Hazard Control:
• Very proactive
4. Facility Maintenance:
• Excellent, being taken care of on a need basis
5. Accident Analysis:
• Close calls and near misses need to be continually discussed.
6. Occupational Medicine:
• Complete as needed
7. Contractor Safety:
• This concern is being addressed by Mike T. & Wade. There work
coordinating the day to day contractors is excellent.
• Larger projects are handled by upper Management. Usually handled in a
very proactive way.
8. Employee Training
• The staff is very proactive.
• There is good mentoring for new employees
• Senior employees are tremendous role models.
9. Emergency Response:
• Complete as required.
Overall Rating: Very Good
Comments:
This past year we have worked on DOT CDL compliance and Driving awareness. We
have met the requirements for Reasonable Suspicion Training for Supervisors. We have
developed a hands on Driver Training program(St. Cloud site)that will include all of the
staff that uses the Utility vehicles. We have developed a New Employee Safety
Orientation program for all new hires in the Utility. The Confined Space program has
been upgraded, including training& coordinated efforts with the Fire Rescue staff. The
Electric Department is very Pro active. The mentoring that you have developed for the
Electric Department is a model for all Employers. The Water Department is getting
better. Communication from the Water Department regarding the Handling of Wells has
been addressed and will be a priority. The Friday Safety Meetings are tremendous.
Working with you and your staff is a pleasure. I cannot tell you how much respect and
admiration I have developed for your staff especially Glenn Sundeen.
