American Public Power Association (APPA), on an annual basis completes its electric
rate survey. Our state association, Minnesota Municipal Utilities Association (MWJA),
also does an electric rate survey in the fall. Attached for your reference is the APPA
survey reflecting Average Revenue per kWh. The table below summarized the APPA
data.

The 2001 year end ERMU sale report reflects the following average revenue.
Residential 51,001,198 kWh @ $3,879,491 = 7.6 $/kWh
Commercial 18,224,352 kWh @ $1,234,361 = 6.77¢/kWh
Industrial 68,392,061 kWh @ $4,216,488 =6.16¢/kWh
Staff can not explain the difference between APPA's numbers and our sales report
number. Part of the discrepancy could be the definition of residential, commercial, and
industrial class customers and how load management is handled. It could also be how the
PCA is handled. We adjust our rates annually to reflect wholesale cost increases, where
other utilities keep the rates artificially low and the PCA makes up the wholesale rate
increases. If APPA's method of calculation is consistent across the board for all utilities,
the following conclusions can be drawn from the data.
a) ERMU residential rate is consistently below the average around
the l s`quartile.
b) ERMU commercial rate is generally at or slightly above the
average in the 2nd to 3rd quartile.
c) ERMU industrial rate is consistently above the 3rd quartile.
d) The above conclusions are consistent with other rate comparisons.

As an APPA member service, enclosed is a summary of average revenue per kilowatt-hour for
U.S. electric utilities for calendar year 2001. The report contains:
1. United States averages - by type of ownership,
2. State averages (for your state) - by type of ownership, and
3. Individual averages for each utility in your state.
The report shows average revenue per kilowatt-hour for residential, commercial, and industrial
consumer classes. Note that average revenue per kilowatt-hour covers full service sales only, so
average values for states with retail choice do not include sales to customers that P4rchase power
from alternate energy suppliers.
Revenue per kilowatt-hour was calculated by APPA from 2001 data reported by eadh utility to
the U.S. Department of Energy, Energy Information Administration on Form EIA4861. These
calculations can help you compare your average rate level with other utilities in yo>,jir state. If
