Adams Subject: Construction of Well #8 The 2003 budget contains a line item to construct Water Well #8. The remaining portion of this project, filter plant modification and new water lines, will be started late this year and completed in Spring 2004. The estimated cost of this total project is as follows: Engineering $ 121,500 Test Wells (Well 8 & 9) 30,000 Production Well 250,000 Filter Plant Modifications 150,000 Raw Water Line 342,000 Well Site Work& Access Road 60,000 Total Project $953,000 Staff recommends authorization to proceed with this project and water revenue bonds be sold to finance this project. The need to construct this facility is based upon the following attached information. a) City map reflecting the location of the new Well #8, new water line, and filter plant #7 location. This map also reflects the proposed location of possible future wells. b) Graph reflecting Elk River water consumption characteristics. We currently have six water production facilities with a peak pumping capacity of 7.92 million gallons per day (MGD) with all facilities operational, or 6.48 MGD with the largest facility not operational at peak time. In 2001 which was a dry year, our peak day was 5.32 MGD. Depending upon weather, our peak day in 2004 will approach 6.48 MGD. With current water consumption trends in Elk River, a water production facility will accommodate approximately 700 residential homes. We have approximately 1500 available lots in Elk River with 200 to 300 meters being added annually. If this rate continues, we will be adding a water production facility on a two to three year interval. The enclosed map shows the location of the proposed facility along with future water production facilities. Water production facilities 8 & 9 will be peaking facilities where the facility is utilized only during peak times with minimal water treatment, (fluoride, chlorine, no iron and manganese removal). A full water production facility with iron and manganese removal will cost in the area of$1,500,000. The pumpage projections reflected in the above graph is a function of both Elk Rivers growth and weather. Daily water requirements vary from 1 million to 5.3 million gallons/day. Water usage of 632 million gallons in the year 2002 is a 2.2%decrease from the previous year. 632 million gallons is equivalent to a 152 acre lake 13 feet deep which is similar to Lake Mitchell in Big Lake,MN.
