Subject: Parrish to Bridge Ducts
When the Parrish Avenue Bridge was constructed across the Mississippi River, the Elk
River Municipal Utilities had installed three 5"diameter ducts. Two of these ducts are
utilized to carry underground electrical feeders across the river and the remaining duct is
not used. These feeders serve Otsego and Dayton load. Attached is a letter from
NorthStar Access, reflecting their desire to purchase the un-used duct on this bridge for
$9,000. NorthStar Access' other option is to directional bore the Mississippi River for an
estimated cost of$25,000 to $30,000.
Elk River Municipal Utilities and Wright Hennepin Coop has an agreement where we can
utilize Wright Hennepin Otsego Substation as the Otsego/Dayton electric load increases.
The chance of us needing this third 5" duct in the future is slim. Staff can support the
concept of selling this duct.

Re: Mississippi River crossing conduit.
Dear Mr. Sundeen:
NorthStar Access offers Elk River Municipal utilities the sum of$9,000.00 for one 4" conduit
owned by Elk River Municipal Utilities that is contained within the Wright County Highway 42
Bridge crossing the Mississippi River between the city of Elk River and the city of Otsego.
NorthStar Access at their expense would access the existing 4"conduit on both sides of the bridge
at a point mutually agreed upon before said conduit enters any manhole system own by Elk River
Municipal Utilities.
