Approve by motion authorization for staff to submit projects for consideration of funding through the
MnDOT Corridors of Commerce program.
Background/Discussion
Please find the attached solicitation from the Minnesota Department of Transportation (MnDOT) for
their Corridors of Commerce program. MnDOT is seeking input from stakeholders throughout the state
as to what projects should be considered for funding through this program. Staff has reviewed the
request and recommends the following projects be submitted for consideration of funding:
1. Mobility Improvements on TH 10 from TH 101 to Lake Orono - in accordance with the approved
Geometric Layout and Environmental Assessment.
2. Mobility Improvements to TH 169 from Mississippi River to Northern City Limits—in accordance
with the approved Geometric Layout and Environmental Assessment.
3. Interchange at TH 10 and 167"'Avenue—in accordance with the approved 1715f Avenue FAST study
and AUAR.
MnDOT will make the final selection for projects they feel best meet the program goals.

Transportation contributes to a growing economy by supporting
commerce. Transportation investments directly and indirectly
foster economic growth through the provision of construction jobs
and a commerce-friendly network of corridors to ship goods and
provide mobility to citizens.
Toward the objective of growing our economy, the 2013
Minnesota Legislature created the Corridors of Commerce
program by authorizing the sale of up to $300 million in new
bonds for the construction, reconstruction and improvement of
trunk highways (2013 Session Law Chapter 117 - Word document).
This legislation establishes two major goals: to provide additional
highway capacity on segments where there are currently
bottlenecks in the system, and to improve the movement of
freight and reduce barriers to commerce.
As the administrator of the Corridors of Commerce program, the
Minnesota Department of Transportation has developed an
implementation strategy that is intended to be consistent with the
overall purpose and specific direction of the legislation and to
allow for project delivery in the short term.
The Corridors of Commerce program is divided into five
categories:

1. Metro Capacity Improvement
2. Interregional Corridor Capacity Improvement
3. Statewide Freight Bottlenecks
4. Main Street Enhancements
5. Freight System Preservation
Attached to this letter are descriptions and anticipated funding
levels for the categories of Metro Capacity Improvement,
Interregional Corridor Capacity Improvement, and Statewide
Freight Bottlenecks. We strongly encourage interested
stakeholders to suggest projects that in your view would meet the
criteria of one or more of these categories.
We recognize that there are more deserving projects than
available revenue. This initial bond funding is intended to serve as
a "down payment" on a larger ongoing program. MnDOT will
consider all eligible projects in whole or in segments for funding
from the initial $300 million using the selection criteria included in
the category descriptions.
For the Main Street Enhancements category, MnDOT will
separately solicit local partners to identify eligible projects. The
Freight System Preservation category is included as a placeholder.
Although no Freight System Preservation projects are expected to
be included as part of the $300 million bond package, this would
be a significant part of the ongoing program should additional
funding be identified.
The deadline for comments is October 16, 2013 at 5:00 PM.
