Approve by motion the proposed landscape plans for Twin Lakes Road and authorize the advertisement
for bids.
Background/Discussion
One of the goals identified in the 2013-2014 visioning process was city beautification. Have attractive,
welcoming streetscapes at city entrances and primary corridors. Under this goal three capital improvement tasks
were identified:
Cl:Prepare plans to improve primary intersections avitb landscaping ligbting, and bardscaping.
C4: Complete improvements to primary intersections.
CS:Implement median and streetscape design and maintenance standards.
The City Council reviewed plans to improve Jackson Avenue and Highway 10 earlier this year, directing
staff to pursue MnDOT grant opportunities for construction in 2014. The 2013 budget included $80,000
for goal C5. The project includes planting 81 trees in the medians along Twin Lakes Road between 171"
Avenue and 181"Avenue (CSAH 12). A second phase is to include the portion of Twin Lakes Road
north of County State Aid Highway 12, some of which is managed by Sherburne County.
Landscape Plan
The landscape plan utilizes the plant pallet and spacing guidelines established during the Orono Parkway
median planting project. Existing turf grass will remain, and mulch rings will be placed around each tree.
Irrigation
Irrigation lines and heads are in place throughout the Twin Lakes Road medians. However,the meters
and controllers were removed a few years back and will need to be re-installed.
Preliminary Estimate
Staff contacted five landscape contractors and received two estimates of$29,975 and $36,963. This does
not include the costs to complete the irrigation system.
Maintenance Estimate
Maintenance costs, as estimated by the Parks Department, include:

■ $15,864 for water costs (4 million gallons annually, 666,670 gallons per month)

Zack,
The vegetation is not much turf and is mostly weeds. The best way to accomplish good turf would be to spray round up to
kill the weeds and then plant good turf seed along with properly working irrigation.
Here are my estimates of annual cost for the proposed landscape plan:
Irrigation to include labor and materials and winterization $6,900.00
Tree care to include labor and materials $1,100.00
Mowing and weed whipping to include labor and materials $4,300.00
Weed control spraying to include labor and chemicals $1,000.00
Approximate fuel cost$1,600.00
Water cost$? It will be approximately 4 million gals. of water to irrigate the medians annually. Can you check with Elk
River Utilities to find out what the cost would be?

What additional maintenance costs and time obligations do you anticipate once the Twin Lakes Median trees are planted.
(See attached landscape plans) The project will include approximately 80 trees with mulch rings, and anticipate that the
irrigation will be operational for watering purposes.Tree plantings will be completed by a contractor and the turf grass is
