Background/Discussion At the September 3, 2013 meeting, the HRA directed staff to research improvements identified as desirable by various groups,including the Arts Alliance and the Rivers Edge group. Of special note was the desire of decorative lighting during the holiday season and year round. Since the September meeting, the following improvements were requested or have been identified: 1. Upgraded electrical outlets for seasonal events (Arts Alliance) 2. Upgraded light standards, for banners and other features (Arts Affiance, Rivers edge) 3. Improved landscaping (Rivers Edge priority #3, Downtown Plan) 4. Wi-Fi (Rivers Edge) 5. Music Speakers (Rivers Edge) 6. New Seasonal Decorations (Rivers Edge) 7. White Lights all year round/LED (Rivers Edge priority #1) 8. Digital Billboard (Rivers Edge) 9. Arch/Gateway-"Welcome to Downtown"—North side of downtown parking lot,behind Kemper Drug&School District, that would have the same design as the downtown park with stonework, etc. (Rivers Edge) 10. Spot for snow removal or snow removal contract (Rivers Edge) 11. Directional Signage ((Rivers Edge priority #2, Downtown Plan) 12. Mural-from backside Kemper Drug as looking South& Eastbound on Hwy 10 (Rivers Edge) 13. Picnic areas (Rivers Edge) 14. Uniformity of street furniture (Rivers edge) Staff believes that infrastructure improvements (electrical system, signage,landscaping) best fit the role of the HRA. It does appear that upgrades to electrical outlets next to the trees are necessary, as well as a utility box that controls the lights and outlets.The estimate to install all new electrical outlets and a new r9IEHEI IT INAURE utility box to control the lighting, electrical outlets, and,a third switch for future musical speaker, or other amenities is $13,121 and is included as an attachment. (Attachment 6.3 at 2 Outlet Utility box quote) The HRA budget includes $30,000 for the implementation of the Downtown Plan. $20,000 is budgeted for next year. Originally, these funds were earmarked for resigning the downtown district (#12);that is delayed while the City completes a comprehensive sign palette. With a limited budget, an evaluation of improvements and the prioritization of same should occur. Many of these improvements could be addressed and funded through the development of a Business Improvement District (BID). A BID is a special taxing district established to pay for features and services above and beyond typical city services. Staff will continue to research this option. Vj AL ��4~ MEMORANDUM OF UNDERSTANDING U REGARDING STREET LIGHT INSTALLATION AND MAINTENANCE BETWEEN ELK RIVER MUNICIPAL UTILITIES AND THE CITY OF ELK RIVER,MINNESOTA This MEMORANDUM OF UNDERSTANDING,hereinafter referred to as"MOU",is hereby made and entered effective the 1'`day of January,2012,by and between the City of Elk River, Minnesota,hereinafter referred to as the"City"and Elk River Municipal Utilities,hereinafter referred to as the"Utilities". 1.0 Purpose The purpose of this MOU is to address the material costs and labor associated with the installation and maintenance of street lights located within the Utilities' electric service territory within the City of Elk River,Minnesota. 2.0 Installation of New and Replacement Street Lights The Utilities will provide as a contribution to the City all the material costs and labor associated with the installation of new or replacement street lights in street improvement and rehabilitation projects located within the Utilities' electric service territory within the City. The City will notify the Utilities of street improvement or rehabilitation projects being considered on a timely basis to provide adequate time for design and budgeting and will specify the number and location of street lights to be provided. Street lights in new developments shall be installed by the Utilities,pursuant to the Utilities' standards,as part of the Utilities'process of providing electrical distribution service to the development. The Utilities will specify the street light fixtures and be the owner of the street lighting and associated facilities assets. 3.0 Maintenance of Street Lights The Utilities will provide as a contribution to the City all material costs and labor associated with the maintenance of street lights located within the Utilities' electric service territory within the City of Elk River,Minnesota. The maintenance of street lights will include lamping,ballasts, painting,and the locating of associated underground facilities. 4.0 Maintenance of Semaphores The Utilities will provide as a contribution to the City limited maintenance of semaphores owned by the City. The limited maintenance of these semaphores will include lamping and the locating of associated underground facilities. 1 5.0 Termination of MOU This MOU may be cancelled or terminated without cause by either party by giving(30)calendar days advance written notice to the other party. Such notification shall state the effective date of termination or cancellation. Any and all amendments must be made in writing and must be agreed to and executed by the parties before becoming effective. Tina Allard, City Clerk Utilities Director GP:3069797 vi 2 MEMORANDUM OF UNDERSTANDING REGARDING MANAGEMENT AND MAINTENANCE BETWEEN ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY AND THE CITY OF ELK RIVER,MINNESOTA This MEMORANDUM OF UNDERSTANDING,hereinafter referred to as"MOU",is hereby made and entered into on this 7th day of May,2012,by and between the City of Elk River, Minnesota,hereinafter referred to as the"City"and the Housing and Redevelopment Authority in and for the City of Elk River,hereinafter referred to as the"HRA". 1.0 Purpose The purpose of this MOU is to address the management and maintenance of the HRA owned Main Street Parking Plaza,hereinafter referred to as the"Lot", located at 716 and 720 Main Street within the City of Elk River,Minnesota. 2.0 Review and processing of special event permits The City will review,process and act on all applications for special event permits for use of the Lot in the same manner as applications for the use of City owned property. 3:0 Management and Maintenance of Lot The City will manage and maintain the Lot in the same manner as City owned parking lots and landscaping. The HRA will reimburse the City for all material costs and labor associated with management and maintenance of the Lot in an amount the HRA and City will agree to annually. In addition,if the City determines that the Lot requires sealcoating,the cost of seal coating will be billed to the HRA. The following maintenance/labor will be the responsibility of the Parks and Recreation Department: irrigation,repairs and water consumption. The following maintenance/labor will be the responsibility of the Streets Department: snow removal,paint striping,sweeping and cracksealing. 4.0 Termination of MOU This MOU may be cancelled or terminated without cause by either party by giving(30)calendar days advance written notice to the other party.Such notification shall state the effective date of termination or cancellation.
