PRSR 10-09-2013 City of El *i_ Request for Action River - To Item Number Parks and Recreation Commission 7.1 Agenda Section Meeting Date Prepared by Action Items October 9,2013 Michael Hecker,Parks and Recreation Director Item Description Reviewed by Parks Improvement Fund Cal Portner, City Administrator Reviewed by Action Requested City staff recommends that the Parks and Recreation Commission approve the Parks Improvement Fund projects for 2014, including the Oak Knoll football field lights. Background/Discussion The discussion on parks projects for 2014 started at a work session on September 10. The recommendations from this work session were reviewed and then presented with updates at a second work session on October 2. The final recommendations for park projects, in priority order,for 2014 from both staff and the Parks Commission are listed on the attached Parks Improvement Fund spreadsheet. One of the major project updates is the Oak Knoll football field lights. It was discussed at the October 2 work session that this project be paid for from a separate funding source because it's a onetime non- recurring expense. It is a unique project providing athletic field lighting for a 100-yard football field that includes a donation of$73,333 from the Youth Football Association and the Youth Lacrosse Association. Both associations have stressed the need for an additional lighted field in Elk River. All of the projects on the attached spreadsheet will be presented to City Council at a work session on November 4. Financial Impact The projects proposed on the 2014 Parks Improvement Fund spreadsheet will be paid for from revenues from the city liquor stores. City Council will need to approve the football field lights paid for from a separate fund that will be discussed at the November 4 City Council work session. The donations from football and lacrosse will need to be formally approved by City Council.
